انتخاب مدل مناسب EPC در پروژه‌هاي احداث نيروگاه خورشيدي مگاواتي

The selection of suitable EPC model for the projects of megawatt solar power plant construction

قرارداد طراحي، تهيه تجهيزات و ساخت(EPC)، يكي از انواع قراردادهاي رايج در دنياي امروز است به خصوص هنگامي كه بخش دولتي بخواهد از تخصص پيمانكاران خصوصي داخلي و خارجي در طراحي و ساخت پروژه‌هاي زيربنايي استفاده كند. در اين مقاله، ابتدا به بررسي انواع قراردادهاي EPC و بيان ويژگي‌هاي هريك پرداخته‌ شده‌ است و لزوم دقت در انتخاب مدل مناسب EPC مورد تاكيد قرار گرفته است؛ زيرا نوع مدل انتخابي در شرح وظايف، ميزان خطر و مسيوليت طرفين و در نهايت قيمت پيشنهادي از سوي پيمانكاران و ميزان نظارت كارفرمايي بر روي عملكرد پيمانكار بسيار تاثيرگذار است. سپس براي هر مدل معيارهايي تعريف شده كه كارفرما با دادن امتياز به هر معيار مي‌تواند مدل مناسب خود را با توجه به راهبردها و سياست‌هاي كلان خود برگزيند. در نهايت نيز اين معيارها براي پروژه احداث نيروگاه خورشيدي با نظر خبرگان و متخصصان امتيازدهي شده و مناسب‌ترين مدل P.EPC پيشنهاد شده است.

In todayʹs world, EPC (Engineering, procurement, construction) is one of the types of common contracts, especially when the state sector decides to use the skill of the internal and external contractors in designing and constructing the infra structure projects. In this paper, first we proceed to study the types of EPC contracts and state their specifications; the required precision in selecting the appropriate EPC model is emphasized, because the type of the selected model has a great impact on the duties, the rate of risk and assigned responsibility of the both sides, the price offered by the contractors, and finally the rate of taskmaster supervision on contractorsʹ performance. Second, for each model some criteria are defined which the taskmaster can give privilege to each criteria to select the suitable model considering his strategies and macro policies. Finally, based on the ranking of these criteria which have been done by the elites and experts, the best suitable model for solar power plant construction project in Iran is also suggested.
