هدف از تلفيق آموزشی اين است كه همه كودكان اعم از عادی و معلول حتی‌الامكان در يك محيط در كنار هم و با هم آموزش ببينند و از فرصت‌های آموزشی برابر برخوردار گردند. مدارس عادی بايد اين امكان را داشته باشند كه خدمات آموزشی را به همه كودكان صرف‌نظر از وجود هر نقص و تفاوت ارائه دهند. البته برای رسيدن به چنين هدفی اين مدارس بايد سازمان‌دهی مجدد شوند تا در برابر سبك‌ها و سرعت‌های مختلف يادگيری انعطاف‌پذيرگردند و بتوانند به نيازهای گوناگون دانش‌آموزان خود پاسخ دهند. تلفيق آموزشی با اختلاط از روی اجبار تفاوت اساسی دارد و اگر بخواهيم به هدف غايی آن برسيم بايد اصول آن را در نظر بگيريم و با محدوديت‌‌ها و موانع آن آشنا باشيم. در غير اين صورت نه تنها امكان برابری فرصت‌های آموزشی را فراهم ننموده‌ايم كه بر مشكلات آموزشی و انزوای دانش‌آموز دارای ناتوانی دامن زده‌ايم.

The Purpose of educational integration is to educate children including the normal and the handicapped ones in the same environment and offering them equal academic opportunities as much as possible. Traditional schools should have the possibility of offering academic services to all children regardless of any differences and flaws. of course, to reach such a goal, these schools should be re-organized so that they can be flexible against different methods and speeds and capable of responding to the studentsʹ different needs. Academic integration is basically different from the one that is done by force. If we want to reach its final goal, we should take into account its principles and get acquainted with its limitations and obstacles; otherwise, not only we have not provided the academic opportunities, but also, we have added to the academic problems and the alienation of the students with disability.
