بررسي نقش نهادهاي نظارتي در امنيت داخلي

پيشرفت و تكامل جوامع بشري و بروز و ظهور استعدادها و شكوفايي انديشه‌ها، همواره مديون امنيت و آرامش در جامعه بوده و بدون در نظر گرفتن امنيت، انسان براي رسيدن به هدف‌هاي والاي خود با چالش هاي اساسي مواجه خواهد شد. امنيت از جمله مسايلي است كه در طول زمان همزاد جوامع انساني كوچك و بزرگ بوده و جست‌و‌جو و دستيابي به آن، از مهم‌ترين انگيزه‌هاي انساني به شمار رفته است. بنابراين، از قبايل كوچك اوليه گرفته تا دولت هاي بزرگ در طول تاريخ با مفهوم امنيت بيگانه نبوده‌اند. جوامع امروزي بعد از تامين مايحتاج عمومي، نياز به برقراري امنيت و احساس امنيت دارند، كه اين مهم با تضمين و تامين امنيت داخلي ميسور خواهد شد. بنابراين، نهادهاي تامين‌كننده امنيت داخلي، به‌تنهايي و به‌دور از هرگونه نظارت و همچنين بدون هرگونه اهرم بازدارنده، شايد قادر به برقراري امنيت داخلي باشند، اما هرگز حركت خود را در جهت ناصحيح احساس نمي‌كنند و در اينجا است كه نقش دستگاه‌هاي نظارتي در جهت كمك به برقراري امنيت داخلي ملموس‌تر شده و خود را بروز و ظهور مي‌دهند. دستگاه‌هاي نظارتي در حقيقت نبض سازمان‌هاي تامين‌كننده امنيت بوده و به عنوان فرآيندي مهم و حياتي ضامن بقا و تداوم نهاد امنيت‌ساز تلقي مي‌شوند. عدم وجود نهادهاي نظارتي مبتني بر ارزش هاي حاكم بر يك جامعه، زيان هاي جبران‌ناپذيري را به-دنبال خواهد داشت. پس مي‌توان نتيجه گرفت كه سالم بودن و پاك عمل كردن نهادهاي نظارتي از هرگونه تهديدها و آسيب‌هاي پيشِ‌رو، منجر به تضمين سلامت جامعه و برقراري امنيت داخلي خواهد شد. اين مقاله از نظر هدف؛ كاربردي بوده و به روش اسنادي و كتابخانه اي انجام شده كه ضمن تبيين اهميت امنيت داخلي و عوامل تاثيرگذار بر آن، به معرفي نهادهاي نظارتي در كشور پرداخته و كاركردهاي مثبت و منفي اين نهادها و ضرورت وجود آنها را تشريح خواهيم كرد. نتايج به‌دست آمده حاكي از اهميت وجود نهادهاي نظارتي و ضرورت عملكرد مناسب آنها در تامين امنيت داخلي بوده و پيشنهاد شده تا ضمن تلاش براي سالم‌سازي و پاك بودن اين نهادها، اقدام لازم براي تقويت آنها صورت پذيرد.

Development and evolution of human societies and emergence and outbreak of talents and blossoming of thoughts, has always been in debt of security and peace in society and ignoring security, individual will face basically challenges on the way of reaching his high goals. Security is one of the issues that have always been an integral part of small and big human societies and looking for and reaching that has been one of the most important human motives. Therefore, from the small primitive tribes to big governments through history were not unfamiliar with the sense of security. Today societies, after provision of public needs, need to hold security and feel that, which it will become possible through guaranteeing and providing security. Hence, the providing foundations of internal security, lonely and far from any kind of supervision and also without any kind of preventive lever, may be able to hold internal security, but they never feel their movement in the indirect direction and in here the role of supervisory systems in the direction of helping in holding security becomes more tangible and apparent. The supervisory systems are in fact as the pulse of organizations providing security and as a vital and important process, it is considered as a guarantee for survival and continuance of security institution. Absence of supervisory institutions based on dominant values on a society, would be followed by irreparable losses. So we can conclude that if the supervisory institutions be safe and exemplary and act far from any kind of threats and progressive harms, results in a guarantee for society safety and holding of internal security. The goal of this text is applied, and it was done through documentary and library method that while explicating the importance of internal security and the effective factors on that, introduces the supervisory institutions in the country and explains the negative and positive functions of these foundations and the necessity of their existence. The gained results states the importance of the existence of supervisory foundations and the necessity of their proper function in providing internal security and it was suggested that while trying to make these foundations exemplary and clean, the necessary affairs be taken to strengthen them.
