درآمدي نظري بر تجزيه و تحليل در سازمان‌هاي اطلاعاتي و امنيتي

A theoretical prelude on study and analysis in intelligence organizations

تحليلگران سازمان‌هاي اطلاعاتي و امنيتي، نقش بي‌بديلي در روند تصميم‌گيري و برنامه‌ريزي مديران عالي سازمان دارند. از اين‌رو، همواره مديران سازمان‌هاي اطلاعاتي و امنيتي جهت هرگونه تصميم‌گيري و برنامه‌ريزي در سازمان، نسبت به شناخت وضع موجود از طريق تجزيه و تحليل موضو‌ع‌هاي مختلف، اقدام مي‌نمايند. به عبارت ديگر؛ تحليلگران از طريق تجزيه و تحليل پديده‌هاي مختلف، به مديران سازمان ياري مي‌دهند تا در مقابله با تهديدها و آسيب‌پذيري‌هاي متعدد، رويه‌اي منطقي و قابل قبول اتخاذ نمايند و به هدف‌هاي خود، به نحو شايسته‌اي دست يابند. به‌دليل پيچيدگي ماموريت ها، شرح وظايف و حساسيت هاي شغلي سازمان‌هاي اطلاعاتي و امنيتي، ضروري است تا كاركنان و مديران از متدولوژي علمي و مناسب براي نيل به هدف‌هاي سازماني بهره جسته و در تجزيه و تحليل صحيح و دقيق موضوع‌ها و پديده‌هاي امنيتي، اهتمام كافي و وافي داشته باشند. تجزيه و تحليل دقيق و به‌موقع اطلاعات، با تكيه بر ذهنيتي پويا، آينده‌نگر، جامع‌نگر و اقتضايي، راه‌حل بسياري از مسايل و پديد‌ه‌هاي امروزي است. پايه‌هاي تجزيه و تحليل دقيق و صحيح اطلاعات، بر اساس ميزان دركي است كه كارشناسان از وضعيت و شرايط موجود دارند. در اين پژوهش، روش به‌كار رفته از لحاظ هدف «كاربردي» و از نظر روش «اسنادي و كتابخانه‌اي» است. براساس نتايج پژوهش، متدولوژي علمي تجزيه و تحليل پديده‌هاي مختلف امنيتي در سازمان‌هاي اطلاعاتي مبتني بر پنج مرحله و شامل: شناسايي پديده‌‌هاي مختلف اطلاعاتي و امنيتي؛ بيان علميِ مسيله؛ تبيين اقدامات انجام شده پيرامون پديده اطلاعاتي و امنيتي؛ تجزيه و تحليل داده‌ها؛ ارايه پيشنهادها و راهكارهاي كاربردي درخصوص پديده امنيتي است.

The analyzers of intelligence organizations have an unapposition role in the decision making and programming process of organization high managers. For that reason, the managers of intelligence and security organizations always in the direction of ant kind of decision making and programming in the organization, take action to recognize the present situation through studying and analyzing different subjects. In other word, the analyzers through studying and analyzing different phonemena, help the organization managers to adopt a logical and acceptable approach to cope with various threats and vulnerabilities and reach their goals worth fully. Because of the complexity of missions, duty description, and job sensitivities of intelligence and security organizations, it is compulsory that the staff and managers use scientific and suitable methodology to reach to the goals of organization and have enough endeavors in correct and exact study and analysis of security subjects and phenomenon.Exact and on time study and analysis of intelligence with an emphasis on a dynamic, foresightful, pervasive, and suitable mentality is the solution for many of today problems and phenomena. The basics of exact and correct study and analysis of information is according to the level of understanding that experts have about present situation and condition. The method of this study from the purpose viewpoint is "applied" and from the method viewpoint is "library and document". According to research results, the scientific methodology of studying and analyzing different security phenomenon in intelligence organizations is based on five levels and includes: identifying different intelligent and security phenomenon; scientific expression of question; clarifying the measures taken about the security and intelligent phenomena; study and analysis of date; presenting applied suggestions and solutions about security phenomena.
