The indexes of communication and information technology in the internal security of Islamic Republic of Iran

رشد روزافزون فناوري اطلاعات و ارتباطات در عصر كنوني موجب گرديده كليه عرصه‌هاي جامعه شامل؛ حوزه‌هاي سياسي، اقتصادي، اجتماعي و فرهنگي، تحت‌تاثير قرار گرفته و در اين ميان حوزه امنيت نيز بي‌نصيب نمانده است. از طرفي؛ وجود تهديدها و آسيب‌هاي موجود در امنيت داخلي كه ممكن است موجب بي‌ثباتي و ناامني گردد و دسترسي آسان به فناوري و حوزه‌هايي كه قبلاً در اختيار سازمان‌هاي امنيتي بوده، موجب شده تا هم‌زمان تهديدها نيز شكل بديع‌تري پيدا كرده و اين امر باعث شد كه سطح دسترسي افراد و بازيگران فاقد صلاحيت، به اطلاعات طبقه‌بندي شده افزايش يابد. از اين رو بخش اعظمي از تهديدهاي امنيتي با استفاده از فناوري اطلاعات و ارتباطات صورت مي‌پذيرد كه امروزه تامين امنيت داخلي و طراحي و هدايت محيط‌هاي امنيتي و مقابله با تهديدهاي امنيت داخلي، بدون استفاده از فناوري و تكنولوژي‌هاي مورد نياز، ممكن نيست. در اين مقاله ضمن بررسي تاثير فناوري بر امنيت داخلي جمهوري اسلامي ايران و نقش آن در شناخت و كنترل محيط‌هاي امنيتي، در نهايت شاخص‌هاي فناوري اطلاعات و ارتباطات در امنيت داخلي بيان مي‌گردد. روش تحقيق در اين مقاله؛ توصيفي و جمع‌آوري داده‌ها به روش كتابخانه‌اي و اسنادي و مصاحبه انجام شده كه با استفاده از روش تحليل گفتمان، نتيجه‌گيري و شاخص‌هاي فناوري امنيت داخلي بيان شده است. نتايج حاصله بيا نگر اين است كه شاخص‌هاي ارتقا روش‌هاي جمع‌آوري اطلاعات، افزايش توليد اطلاعات راهبردي، افزايش شناخت نسبت به تاثير پديده‌ها، كيفيت و دقت در شناخت تهديد، ارتقا توانايي در اتخاذ اقدام هدفمند، تقويت بررسي، تحليل و ارزيابي امنيتي، شناسايي نقاط قوت و ضعف و تهديد، كسب مهارت‌هاي هوشمند در مبارزه با تهديدهاي امنيتي، از مهم‌ترين شاخص‌هاي فناوري اطلاعات و ارتباطات در امنيت داخلي مي‌باشد.

Daily growth of information and communication technology in present era caused that all the fields of society including; political, economic, social and cultural fields take effect and among these the field of security is not deprived. From the other side, the existence of threats and harms in internal security that may cause instability and insecurity and easy access to technology and fields that were previously in the authority of security organizations, caused that simultaneously the threats take a novel form and this issues caused that the level of incompetent people’s and player’s access to classified information increase. Therefore a vast majority of security threats are done by communication and information technology that today providing internal security and designing and guiding security environments and confronting the threats of internal security is not possible without using the needed technologies. In present article, while studying the effect of technology on internal security of Islamic republic of Iran and its role in recognition and controlling the security environments, we will finally present the indexes of communication and information technology in internal security. The method of research here is descriptive, and collecting data were done by library and documentary and calculation method and we concluded by discourse analysis method and stated the indexes of internal security technology. The gained results state that the indexes, promoting the methods of information collection, increasing the production of strategic information, increasing the knowledge about the effect of phenomena, quality and accuracy in recognizing the threat, promoting the ability in taking targeted measures, strengthening the study and survey, security analysis and evaluation, recognizing the weak and strong points and threats, gaining intellectual skills in confrontation with security threats are from the most important indexes of communication and information technology in internal security.
