تاثير نوسان بهاي نفت بر مناسبات دولت و جامعه

THE IMPACT OF OIL PRICE VOLATILITY ON GOVERNMENT AND COMMUNITY RELATIONS

نوسان بهاي نفت در دوره رياست جمهوري آقايان سيد محمد خاتمي و محمود احمدي‌نژاد، آثار و تبعات بسياري در عرصه‌هاي مختلف سياسي، اقتصادي و اجتماعي داشته است. پايين بودن بهاي نفت در دوره اول رياست جمهوري آقاي خاتمي، باعث نوعي خِردگرايي در تصميمات دولت شد و نتايجي همچون ايجاد حساب ذخيره ارزي، شتاب در برنامه خصوصي‌سازي را به همراه داشت. اما متاسفانه در مرحله دوم رياست جمهوري آقاي خاتمي با افزايش بهاي نفت، شاهد تغيير در سياست‌ها و بازگشت به رويه دولت رانتير بوديم و به‌نوعي مي‌توان حتي شكست اصلاح‌طلبان را در سال 84 با اين موضوع مرتبط دانست. اين رويه در مرحله اول رياست جمهوري آقاي احمدي‌نژاد با افزايش بهاي نفت ادامه يافت و به اتخاذ سياست‌هاي توزيعي و حمايتي انجاميد كه با توجه به اوضاع بين‌المللي، اين سياست‌ها خود را در قالب تورم، نارضايتي‌ها و... نمايان ساخت. در مرحله دوم رياست جمهوري آقاي احمدي‌نژاد، كاهش بهاي نفت همانند مرحله اول رياست جمهوري آقاي خاتمي نوعي خِردگرايي را به تصميمات دولت تحميل نمود و ثمره آن طرح تحول اقتصادي، هدفمند‌سازي يارانه‌ها و... بود. به‌طور‌كلي به گمان اين پژوهش، سياست‌ها و آثار كلي معطوف به اقتصاد، سياست و اجتماع طي اين دوران (1376 – 1392ش) تا حدود بسيار زيادي متاثر و همسو با نوسان قيمت نفت بوده و نتايج آن در قالب تورم، افزايش حجم نقدينگي، حساب ذخيره ارزي، سهميه‌بندي، طرح تحول اقتصادي، هدفمندي يارانه‌ها و... قابل مشاهده است.

Fluctuation of oil price during ex-president Khatami and President Ahmadinejadʹs presidency have had many effects and consequences in various political, economics and social fields. Somehow lower cost of oil in 1st period of ex-president Khatimiʹs presidency caused a kind of micro-orientation in decision of government and had conclusions such as creating exchange reserve account, acceleration in privatization plan, … etc. But unfortunately in 2nd period of Khatamiʹs presidency by increase in oil price, we were witnessed of evolutions in policies and return to procedure of rantier government and somehow even we can know the failure of Reformers in 2005 related to this matter. This procedure continued by increasing the price of oil during Ahmadinejadʹs presidency and caused to taking distributive and supportive policies which with regard to international situation these policies appeared in the form of inflation, none-satisfactions,… et. In second period of Ahamadinejadʹs presidency decrease of oil price similar to first period of Khatamiʹs presidency imposed a kind of micro-orientation to decisions of government and its conclusion was Plan of Economic Evolution, Purposivism of Subsidies, … etc. Generally, in spite of this research policies and general effects entered into economics, politics and society during this period (1997-2013) are influenced very much and were parallel to fluctuation of oil price and its results is evident in the scale of inflation, increasing of cash flow, exchange reserve account, quota, Plan of Economic Evolution, Purposivism of subsidies, … etc.
