راهبرد قدرت هوشمند ايران و نقش ژيوپليتيك انرژي (نفت و گاز) در پيشبرد آن

قدرت يك حكومت ملي با تركيب قدرت نرم و سخت به حداكثر مي رسد. اين نوع تركيب و تلفيق را كه قدرت هوشمند مي نامند، با اقدام هماهنگ نظامي و اقتصادي در صورت توجه هر چه بيشتر به آن چيزي كه كشورهاي ديگرفكر مي كنند، پديد مي آيد. براي نمونه امروزه براساس نظريات ليبرالي، ايران تنها با تكيه بر قدرت سخت نمي تواند ديگر كشورها و افكار عمومي جهاني را در مورد درستي دلايل و اقداماتش متقاعد كند. اما با بهره گيري از عوامل قدرت سخت خود از جمله داشتن سواحل طولاني در سه درياي خزر، فارس و عمان و تسلط بر نقاط استراتژيك آن، واقع شدن در دو حوزه بزرگ انرژي خليج فارس و درياي خزر و قرار گرفتن در راه اتصال كشورهاي آسياي مركزي و قفقاز به آب هاي آزاد كه موجب توانمندي ژيوپليتيكي و بازيگري در عرصه ژيواستراتژيكي آن مي شود. دركنار هوشياري در برابر دشمن، همراهي با ايده جهان چند قطبي، همگرايي منطقه اي، تنش زدايي، توسعه گرايي و تكيه بر قدرت نفت و گاز كه از نكات با اهميت در عرصه قدرت نرم ايران مي باشند، تواماً مي تواند در استراتژي قدرت هوشمند خود تاثير گذارتر عمل نمايد. با عنايت به اين موضوع، براي انجام تحقيق از روش توصيفي - تحليلي و برگرفته از شيوه هاي رايج جغرافياي سياسي، علوم سياسي و در راستاي ارايه استراتژي مناسب در قدرت هوشمند ايران، بيش از همه به نقش ژيوپليتيك انرژي (نفت و گاز)، موضوع مورد بررسي قرار گرفته است. نتيجه اين تحقيق نشان مي دهد كه ايران با ارايه استراتژي مناسب در قدرت هوشمند به ويژه با تاكيد بر بازيگري بيشتر در ژيوپليتيك انرژي (نفت و گاز) به دليل اهميت آن در دنياي امروز و دارا بودن رتبه دوم اين ذخاير در جهان، مي تواند با تحميل رفتار و استدلال خود بر ديگر كشورها، قدرت خود را افزايش دهد.

The power of a national government is maximized by combining hard and soft power. This combination, which is called smart power, is emerged through coordinated military and economic action if there might be more attention to what others think. For example, today based on liberal ideas, Iran cannot just by relying hard power convince other countries and world public opinion about its right reasons and actions. But taking advantage of the hard power factors, including having a long coast in Caspian Sea, Persian Gulf and Oman, and dominating on its strategic locations and locating in two major fields of energy of Persian Gulf and the Caspian Sea in the way of Caucasus and Central Asian countries to open water that create geopolitical capabilities and act in the geopolitical arena, in addition to the vigilance against the enemy, keeping the along with the idea of a multipolar world, regional convergence, conflict resolution, development orientation and relying on a gas and oil power that are important points in Iranʹs soft power, can simultaneously operate more effectively in smart power strategy. With regard to this issue, this research has used descriptive and systematic analysis which is drawn from political geography and political science practices and energy (oil and gas) geopolitical role has been considered to provide an appropriate strategy in Iranʹs smart power. The results of this study indicate that Iran can increase its power by offering an appropriate strategy in smart power, particularly emphasizing on more action in geopolitical energy (oil and gas) due to its importance in the todayʹs world and having the second rate of these reserves in the world and imposing its behavior and own reasoning to other countries
