ارايه مدل مالي به منظور حل اختلاف در قراردادهاي مشاركتدولتي– خصوصي با استفاده از نظريه بازي

Establishment of a Financial Model to Solve the Dispute in the Cooperative (Executive) Governmental- Private Contracts by Using Game Theory

يكي از مهم ترين رسالت دولت ها، خصوصاً در كشورهاي درحال توسعه، اجراي پروژه‌هاي زيرساختي و زيربنايي است. نياز شديد كشورها به انجام اين پروژه ها از سويي و ضعف مالي، مديريتي و اجرايي دولت در اجراي آن‌ها از سوي ديگر، لزوم بهره گيري از سياست‌هاي جديد در اين راستا را نمايان ساخته است. مشاركت دولت و بخش خصوصي (PPP) يكي از رايج‌ترين و پركاربردترين اين گونه سياست‌هامي‌باشد و طي دو دهه اخير گرايش به آن افزايش يافته است. اما ماهيت بلند مدت اين پروژه‌ها و تغييرات سريع بازار موجب بروز اختلافات متعدد در طول فازهاي اجرايي اين پروژه‌ها شده، به گونه‌اي كه بررسي‌هاي صورت گرفته نشان مي‌دهد اكثر اين پروژه‌ها با چندين مرحله مذاكره مجدد همراه بوده‌اند. اين مقاله سعي دارد تا با بكارگيري نظريه بازي‌ها به عنوان يكي از كاربردي‌ترين روش‌هاي علمي در حل و فصل اختلافات اقتصادي، راهكار مناسبي را براي برون رفت از مشكلات مالي احتمالي و جلوگيري از بروز تاخير در اجراي پروژه‌ها ارايه نمايد. مدل ارايه شده در اين تحقيق از نوع بازي‌هاي پويا با اطلاعات كامل بوده و بيشترين هم خواني را با فضاي واقعي دارا مي باشد، به گونه‌اي كه پديده‌هاي مختلفي چون فرصت طلبي پيمانكار خصوصي، ارزش زماني پول، مذاكره با پيمانكاران ديگر و هزينه‌هاي مختلف سياسي تحميل شده به دولت را لحاظ نموده است. در نهايت راه كارهايي براي پيشگيري از بروز اين گونه اختلافات و بهبود فرآيند اجرايي پروژه‌هاي PPP ارايه شده است.

One of the most important responsibilities of governments, particularly in the developing countries, is executing infrastructure projects. The vital need for the countries to undertake these projects, on one hand, and the lack of financial, managerial and executive government in implementing them, on the other, reveal the necessity of taking advantage by new policies in this regard. Public and private sector partnership (ppp) is one of the most common and widely used of these policies, and tendency to them has been increasing over the past two decades. But the long-term nature of the projects and the rapid changes in the market have led to numerous conflicts during the executive phases, so that the studies conducted indicate that the majority of these projects have been associated with several negotiation steps. The goal of this article is to use Game Theory (GT) as one of the most applied scientific methods to resolve the economic disputes, and provide an appropriate strategy for overcoming the financial problems, and preventing the delays in projects implementation. The model presented in this study is a kind of dynamic game with complete information, and has the highest correlation (compatibility) with the real space. It further considers a variety of phenomena such as private contractor who seize the opportunities, money time value, and different political costs imposed to the state. Finally, we provided strategies to prevent conflicts and improve the administrative process in PPP.
