ارزيابي تاثير اجتماعي و برنامه هاي توسعه شهري (ارايه چارچوب روش شناختي ارزيابي تاثيراجتماعي، مورد: ساماندهي قطعات شهداي بهشت زهرا)

The Social Impact Assessment and Urban Development Programs (Case study: Organizing the Blocks of Martyrs in Behesht-e Zahra Cemetery)

ارزيابي اجتماعي، زيست محيطي و اقتصادي سه شرط لازم براي تحقق اهداف توسعه پايدار بشمار مي روند كه در اين ميان ارزيابي تاثير اجتماعي داراي سابقه 40 ساله در جهان مي باشد. ضرورت كاربست اين رويكرد در فرايند پروژه هاي توسعه شهري از سال 1386 به دنبال مصوبات شوراي اسلامي در دستور كار شهرداري تهران قرار گرفت و اقدامات نسبتاً وسيعي در اين راستا انجام شد كه تربيت و صدور مجوز براي حدود 500 نفر كارشناس براي ارزيابي اجتماعي پروژه هاي عمراني شهر تهران بخشي از اين اقدامات مي باشد. نگاه اجمالي حكايت از حضور اندك يا بي اطلاعي جامعه جغرافيايي ايران از اين ظرفيت كاري و علمي ايجاد شده مي باشد، اين در شرايطي است كه ماهيت پروژه هاي شهري بعد فضايي داشته و اصولا اين ارزيابي ها بدون تحليل هاي فضايي چندان اثر بخش نخواهند بود. جغرافيدانان (به ويژه جغرافياي انساني- گرايش برنامه ريزي شهري) با شناخت از سطوح تحليل مسايل شهري و شناخت ساختاري از پديده شهر و شهر نشيني و فرآيند توسعه شهري، بيشترين نقش آفريني را در اين عرصه مي تواند ايفا كند. هدف اين مقاله ارايه چهارچوب روش شناختي ارزيابي تاثيراجتماعي براي زمينه سازي آشنايي دانش آموختگان جغرافياجهت ورود به اين عرصه مي باشد، براي اين منظورارزيابي تاثير اجتماعي ساماندهي گورستان هاي محدوده منطقه شهري تهران و به ويژه قطعات شهداي بهشت زهرا (س) انتخاب شده كه نتايج آن براي ساير مطالعات مي تواند مورد استفاده قرار گيرد.

Social, environmental, and economic assessments are three requirements necessary for attaining sustainable development; and the evaluation of the social impact has a 40-year history in the world. Since the year 1386 (2007), following the ratified bills of Islamic Council, the necessity of applying this approach to urban development projects was put on the agenda of Tehran Municipality and relatively wide measures in this regard were taken among which is the training and licensing for 500 experts to socially evaluate the development projects in Tehran. And a brief look at the matter shows a small presence or general ignorance of Iranian geography society regarding this created practical and scientific capacity. All of this is in the circumstances where the nature of urban projects has spatial dimensions, and in principle, these assessment without analysis of the space will not be very effective. Geographers (especially human geography - the major of urban planning) with understanding the analytic levels of urban problems and structural recognition of the phenomenon of city and urbanization and urban development process, can play the greatest role in this field. The purpose of this article is providing a methodological framework of evaluating social impact as the preparatory groundwork for familiarizing the geography graduates in order to enter this arena. To achieve this goal, evaluating social impact of organizing the cemeteries in Tehranʹs urban area, especially the blocks of martyrs in Behesht-e Zahra, are selected, and the results can be used for other studies.
