بررسي تاثير حكمراني بر توزيع درآمد با تاكيد بر انديشه هاي امام علي(ع)

The Effect of Governance on Income Distribution (with Emphasis on the Ideas of Imam Ali)

در دهه هاي اخير بهبود در توزيع درآمد ، مبارزه با فقر و كاهش نابرابري يكي از اهداف مهم توسعه اقتصادي و اجتماعي و حتي از وظايف مهم دولت ها محسوب مي شود. ازاين رو، توجه به توزيع نامتعادل درآمد و ريشه-هاي پديد آمدن آن در جهت دستيابي به رشد و توسعه اقتصادي مستمر و باثبات از اهميت ويژه اي برخوردار شده است. لذا مطالعه حاضر در راستاي تحقق هدف عدالت اجتماعي، افزايش رفاه عمومي و حركت به سوي توسعه اقتصادي مستمر و باثبات به ارزيابي تاثير حكمراني بر توزيع درآمد با تاكيد بر انديشه هاي امام علي(ع) مي پردازد. زيرا حكمراني در عصر كنوني به عنوان يكي از مولفه هاي مهم در كاهش نابرابري درآمد و فقر مطرح مي شود. با توجه به آن كه رفتارهاي حكومتي امام علي(ع)، بسيار قابل تامل و درخور انديشه است و دوران كوتاه حكومت ايشان، مصداقي جامع و الگويي ماندگار از حكومت حق و عدل بود از گفتارهاي ارزشمند ايشان در مطالعه خود بهره برده ايم. نتايج مطالعه حاكي از آنست كه حكومت امام علي(ع) به رغم وجود دشواري هاي داخلي و مانع تراشي هاي مخالفان و دشمنان، از مسير عدالت و اهداف اسلامي خارج نشد. از اين رو كشـــورها مي توانند با بهره گيري از انديشه هاي ارزشمند امام علي(ع) در حكومت و رهبري به اهداف عاليه اسلام كه همانا اجراي حق و بسط عدالت اجتماعي و اقتصادي در جامعه بشري است، دست يابند.

In recent decades, improvements in income distribution, Combating poverty and reducing inequality have been major goals of economic and social development and even among the main responsibilities of the government. Hence, attention to the unbalanced income distribution in order to achieve sustained and stable economic growth and development is of special importance. Thus, in line with achieving the goal of social justice, increasing public welfare and moving toward sustained and stable economic development, the present study evaluates the effect of governance on income distribution with an emphasis on the ideas of Imam Ali, because, governance in the present era is considered as one of the most important components in reducing income inequality and poverty. Because the state behaviors of Imam Ali is worth deep contemplation and consideration, and since his short governance is a comprehensive example of rule of right and justice, his invaluable words and comments have been used in the present study. The results indicate that the state of Imam Ali, despite the internal difficulties and the problems caused by the opponents and enemies, does not get out of the path of justice and Islamic goals. Hence, countries using the precious ideas of Imam Ali in governing and leadershipcan achieve the high objectives of Islam which are indeed establishing right and expanding social and economic justice in human society.
