تحليل تاثير اجزا مخارج دولتي بر توسعه و رفاه: مقايسه تطبيقي كشورهاي منتخب توسعه‌يافته و درحال‌توسعه

Analysis of the Impacts of Government Expenditure Components on the Development and welfare: Comparative Analysis of Selected Developed and Developing Countries

چكيده امروزه اهدافي نظير تحول اقتصادي، تامين رفاه اجتماعي، توسعه ساختاري و زمينه سازي براي دستيابي به رشد و توسعه اقتصادي با بهره گيري از مخارج دولتي، به يكي از اهداف اصلي كشورها تبديل‌شده كه موجب بازبيني نقش دولت در سراسر جهان شده است. در اين راستا اين پژوهش با استفاده از رهيافت داده هاي تابلويي، به بررسي و مقايسه تاثير اجزاي مخارج دولتي بر مولفه هاي توسعه و رفاه در كشور هاي منتخب توسعه‌يافته و درحال‌توسعه د ر طي دوره زماني 2010-1996 مي پردازد. نتايج به‌دست‌آمده از اين مطالعه نشان مي دهد كه اگرچه اثر مخارج امور عمومي، اجتماعي و اقتصادي بر توسعه و رفاه كشورهاي توسعه‌يافته مثبت است، اما تنها تاثير مخارج امور اجتماعي ازنظر آماري معنا-دار است. همچنين نتايج مربوط به كشورهاي درحال‌توسعه نشان‌دهنده تاثير مثبت و معنا دار مخارج امور عمومي و اقتصادي بر توسعه و رفاه اين كشورهاست، اما ضريب مخارج امور اجتماعي عليرغم مثبت بودن آن ازنظر آماري معنا دار نشده است. همچنين نتايج اين تحقيق حاكي از اثر منفي و معنادار مخارج امور دفاعي در هر دو گروه از كشورهاي موردمطالعه است. كليد واژه ها: مخارج دولتي، رفاه، شاخص توسعه انساني، كشورهاي توسعه‌يافته و درحال‌توسعه. طبقه‌بندي JEL : H11، H53، I38

Abstract Nowadays, aims such as development, social welfare, structural and infrastructure developments and achieving economic growth by benefiting from government expenditure have become one of the main concerns of the countries. It asks for reviewing the role of government in economy all over the world. This study, investigated the effects of the components of government expenditures on Components development and welfare in Selected Developed and Developing Countries during the period of 1996-2010, by using panel data approach. The results show that although public, social and economic expenditures have a positive impact on development and welfare in developed countries, but just the social expenditure has a statistically significant effect. Regarding the developing countries, the results show the positive impact and significant effect of public and economic expenditures on development and welfare of these countries. But despite of being positive, the Coefficient of social expenditure is not significant statistically. Also the findings reveal that defense expenditures in both groups of countries have a significant and negative impact.
