The Examination of Effectiveness of Iranʹʹs Scientific Growth and Economic –Scientific Dynamics

جهت مطالعه رشد علمي كشورها، معيارهاي مختلفي وجود دارد كه هر ساله سازمان هاي داخلي و خارجي متخصص در اين رابطه با تكيه بر آمار و ارقام، رشد علمي كشورها را مورد مطالعه و ارزيابي قرار مي دهند. در اين مقاله ابتدا با توجه به شاخص هاي استاندارد بين المللي كه در پايگاه هاي معتبر منتشر شده است. رشد علمي ايران را در دو دهه اخير بررسي مي كنيم و پس از آن به تحليل ارتباط متقابل رشد حقوقي و اقتصادي و ميزان تاثيرگذاري رشد علمي در اين حوزه مي پردازيم. با توجه به نتايج حاصله از اين تحقيق مشخص مي شود كه ايران در دو دهه اخير رشد علمي چشم گيري داشته كه از اين حيث باعث رشد و ترقي ايران در دنيا شده است. ولي به عكس تمام كشورهاي دنيا اين رشد علمي تاثير كمي روي رشد اقتصادي كشور داشته است. عدم توجه به مباحث علوم انساني يكي از دلايل با اهميت در اين زمينه است و نيز عدم ارتباط بخش اقتصادي و علمي كشور به طور مستمر و صحيح از دلايل مهم اين نقصان مي باشد كه مي توان با ديدگاه حقوقي و قانوني به عنوان رابط بين سرمايه گذار و نوآور، عدم اعتماد بين اين دو حوزه را كاهش داد.

T here are standards to study the scientific growth by countries. Every year, the scientific growth by countries with respect to the statistics and figures are studied and estimated by the national and foreign professional organizations. This paper is going to study the scientific growth in Iran in the last two decades with regard to the international standard parameters which are provided by the credible databases. Then, it analyzes the mutual relation of legal and economic growth and the degree of its effectiveness on scientific growth in this field. In the last two decades, Iran has an outstanding (significant) growth in science which has made progress and development in Iran from this perspective in the world. But contrary to the other countries, this scientific growth has an inconsiderable (little) effect onthe economic growth in Iran. One of the important reasons is the absence of attention to the humanities in this area and also the absence of constant and right relationship between scientific sections and economic sections.
