بررسي عوامل موثر بر كارآيي طرح توقيف موتورسيكلت (مورد مطالعه: شهر اصفهان)

Investigating the Effective Factors inStopping Motorcycles (Case study: City of Isfahan)

تحقيق حاضر با هدف بررسي عوامل موثر بر كارآيي طرح توقيف موتورسيكلت در سال 1391 در شهر اصفهان انجام شده است تا به‌منظور رفع نواقص و تقويت جنبه‌هاي مثبت اين طرح، راه‌كارهاي اجرايي مطلوب را ارايه نمايد. تحقيق حاضر از نظر هدف، كاربردي و از نظر ماهيت و روش، توصيفي - تحليلي است. جامعه آماري در اين پژوهش، از 100 نفر از افسران كارشناس عالي تصادفات و كارشناس تصادفات شهر اصفهان به صورت تمام‌شمار پژوهش به‌عمل آمده است. ابزاري كه جهت گردآوري اطلاعات مورد استفاده قرار گرفته است، پرسش نامه است. نتايج اين تحقيق نشان مي دهد كه توقيف موتورسيكلت نسبت به ساير روش‌هاي برخورد با موتورسيكلت‌سواران متخلف ابزار مناسبي براي كاهش تخلفات موتورسيكلت‌سواران است و عواملي هم‌چون آموزش، اجراي صحيح طرح توسط ماموران، تعامل موثر پليس با مراجع قضايي، دسترسي آسان به موتورسيكلت و تدوين قوانين حقوقي مرتبط با توقيف در كارآيي اين طرح موثر بوده است.

Stopping motorcycles has a long history in the country regarding its performance; however, in spite of problems, dangers and accidents while performing, it has become concern for governors and more specifically for performers and its efficiency has been affected. The present study seeks to investigate the advantages and disadvantages of this plan considering the effective factors of stopping motorcycles in 2013 in Isfahan and to remove the defects and strengthen the positive sides of this plan and to propose effective ways. This study is applied in its purpose and descriptive in its nature. The participants in this study are 100 counselors and accident experts. The tools to collect data are educational and librarian studies and a questionnaire. The questionnaire was distributed among the participants after its reliability and validity was verified. The results indicate that in comparison to other approaches to face with offensive motorcyclists, stopping them is the most effective way in order to decrease violations and factors such as educating riders about how to use their motorcycles correctly, effective interaction between the police and legal authorities the easy access to motorcycles and issuing relevant legal legislations have been effective. Among the five hypotheses the easy access is the first factor and other factors are educating, correct performance by performers, interaction with legal authorities and issuing laws and actions consecutively.
