Cooperation amongst GECF Selected Member Countries in LNG Export: A Cooperative Game Theory Approach

پيشرفت‌هاي اخير در توليد و انتقال LNG اين امكان را فراهم ساخته است كه صادرات گاز طبيعي به صورت LNG از اهميت بسزايي در تجارت جهاني گاز در آينده برخوردار باشد. در اين مقاله، با بررسي ساختار هزينه حمل LNG و الگوي جغرافيايي تجارت جهاني آن، ماتريس هزينه حمل LNG از كشورهاي منتخب صادركننده عضو مجمع به كشورهاي منتخب واردكننده LNG مدون شده است. به كمك اين ماتريس، همكاري كشورهاي منتخب عضو مجمع در صادرات LNG با رويكرد بازي‌هاي همكارانه به عنوان يك مطالعه موردي بررسي و، ضمن بيان ايتلاف‌هاي ممكن، توابع مشخصه و صرفه‌جويي‌هاي حاصل از ايتلاف محاسبه شده است. تخصيص عقلايي پايدار بر مبناي هسته بازي و تخصيص مازاد صرفه‌جويي بر اساس ارزش‌هاي شپلي براي عمومي‌ترين ايتلاف ممكن بين كشورهاي منتخب نيز محاسبه شده است. اين پژوهش را مي‌توان نخستين كوششي دانست كه در آن، با استفاده از آمارهاي واقعي، همكاري كشورهاي منتخب مجمع در تجارت LNG با رويكرد نظريه بازي‌هاي همكارانه بررسي شده است، از اين رو، مي‌توان از آن براي توصيه‌هاي سياستي استفاده نمود.

Regarding the recent development in LNG production and transportation, LNG exports would exhibit a pivotal role in the future of global gas trade. By analyzing the geographical pattern of the World LNG trade and the structure of its transportation costs, the LNG cost matrix for Forumʹs exporters to main LNG importers is presented. Using this matrix, the cooperation amongst the Forumʹs member countries in LNG exports using the cooperative game approach is examined and the possible coalitions as well as the characteristic functions and the surplus amounts resulting from the coalitions are calculated. Stable rational allocation based on the core of the game and the allocation of surplus amounts based on Shapley values are also evaluated for the most general feasible coalition amongst Forumʹs member countries. The present research work can be considered as the first attempt in analysing the cooperation amongst Forumʹs members in LNG trade using cooperative game theory based on the actual trade statistics, and hence can be used for policy recommendations.
