توسعه الگوي مديريت زنجيره عرضه و استفاده از تيوري محدوديت‎ها

Developing the supply chain management (SCM) model and using the theory of constraints (TOC)

بهينه‌سازي فرايندهاي سازماني و يكپارچه‌سازي آنها، جوهره جديد تيوري سازمان مي‌باشد. ظهور مفهوم بنگاه توسعه يافته (EE) كه سازمان را وادار به اتخاذ راه‌حل‌هاي يكپارچه مي نمايد، در اين راستا است. رويكردهاي گوناگوني در بسط اين مفهوم مفيد بوده‌اند كه در اين ميان در سال‌هاي اخير رويكرد مديريت زنجيره عرضه (SCM) موثرترين گام‌ها را برداشته است. اين رويكرد با توجه به محدوديت‌ها و نقاط ضعف آن نياز به اصلاح و توسعه دارد. يكي از طرق توسعه اين رويكرد، تلفيق آن با ساير رويكردها مي‌باشد. با توجه به نيازمندي‌هاي اين رويكرد، يكي از موثرترين رويكرد قابل تلفيق مي‌تواند تيوري محدوديت‌ها (TOC) باشد. لذا سوالات اساسي زير مطرح است:‍ ? رويكرد مديريت زنجيره عرضه را به چه صورت مي‌توان با تيوري محدوديت‌ها تلفيق داد و موارد تلفيق كدامند؟ ? آيا رويكرد تلفيقي SCM و TOC نيازمندي‌هاي بنگاه توسعه يافته را مي‌تواند تامين نمايد و به معماري جديد آن كمك كند؟ تحقيق حاضر به دنبال توسعه مفهومي رويكردهاي بنگاه توسعه يافته، مديريت زنجيره عرضه و تيوري محدوديت‌ها بوده و تلاش دارد با تلفيق مفهومي آنان، رويكردي تلفيقي ارايه داده و براساس آن معماري جديد از بنگاه توسعه يافته را مطرح نمايد. پس فرضيه هاي تحقيق به صورت زير شكل گرفتند: • رويكردهاي مديريت زنجيره عرضه و تيوري محدوديت‌ها را از طريق پايه‌ها و كاستي‌هاي كليدي هر دو نظريه مي‌توان تلفيق نمود. • رويكرد تلفيقي SCM و TOC منجر به معماري جديد بنگاه توسعه يافته گرديده و نيازمندي‌هاي آنرا برآورد مي‌سازد. تحقيق حاضر تلاشي در جهت چگونگي سازگاري دو رويكرد به منظور ارايه راه‌حل تلفيقي مي‌باشد. اين كار با ايده معماري تلفيقي براساس پايه‌ها و كاستي‌هاي هر دو نظريه و با تمركز بر مفاهيم هريك به جاي جنبه‌هاي صرفاً كاربردي مي‌خواهد به معماري جديد بنگاه توسعه يافته دست پيدا كند. در جهت توسعه مفهومي رويكردهاي بنگاه توسعه يافته، مديريت زنجيره عرضه و تيوري محدوديت‎ها، مطالعه گسترده كتابخانه‌اي و مصاحبه‌هاي آزاد با صاحب‌نظران صورت پذيرفت كه به شكل‌گيري نتايج اوليه كمك نمود. براساس نتايج اوليه و براساس روش دلفي گروهي متخصص در اين زمينه كه شامل اساتيد، مديران وكارشناسان صنايع بودند تشكيل و مصاحبه‌هايي هدف‌دار با آنان انجام پذيرفت. براساس اطلاعات حاصله از مطالعات و مصاحبه‌ها، فرضيه هاي اساسي و نتايج احتمالي تبيين گرديد. نتايج حاصله به صورت پرسشنامه باز مجدداً براي گروه متخصص جهت نظرخواهي مطرح گرديد. براساس نظرات جمع‌بندي شده، پرسشنامه تحقيقاتي به صورت بسته پاسخ تدوين شده و در بين اساتيد، مديران عالي، كارشناسان صنايع و دانشجويان كارشناسي‌ارشد توزيع و نظرات آنان جمع‌آوري و جمع‌بندي شد. داده‌هاي حاصله، تلخيص و با روش آماري كاي اسكوير مورد تجزيه و تحليل آماري قرار گرفته و نتيجه‌گيري گرديد. نتايج تحقيق موارد تلفيق دو رويكرد را روشن نموده و مشخص مي‎نمايد كه رويكرد تلفيقي، نيازمندي‌هاي بنگاه توسعه يافته را تامين مي‎كند. براساس اين رويكرد تلفيقي در جهت معماري بنگاه توسعه يافته، ويژگي‌هاي ساختار سازماني، الگوي مفهومي فرايند تصميم‌گيري، ابزار تصميم‌گيري، ويژگي‌هاي رهبري اثربخش و فرهنگ سازماني پيشنهاد گرديد.

The optimization of organizational processes and their homogeneity are the new essence of the theory of organization.The emergence of the concept of Extended Enterprise (EE) which urges the organization to find homogeneous solutions is in the same direction.Different methods have contributed to the development of this concept and during the recent years the method of supply chain management (SCM) has taken the most impressive steps.This method needs to be developed and modified due to its limitations and weaknesses. One way to improve this method is its integration with other methods.Concerning the short comings,one of the most effective method of integration is the theory of constraints (TOC).so the main research questions are as follow: 1: How can we integrate the method of supply chain management with the theory of constraints and what are the integration cases? 2: Does the integrative method of SCM and TOC meet the needs of Extended Enterprise method and help its new construction? The present study attempts to extend the concept of Extended Enterprise, supply Chain management, and theory of constraints, and tries to present a new method by integrating these methods and proposes a new construction model for Extended Enterprise. The research hypotheses are as follows: A: Method of supply chain management and Theory of Constraints can be integrated by means of their basic elements and key shortcomings. B: Integrative method of SCM and TOC leads to a new construction of Extended Enterprise and can meet the essential needs of this method. The study is an attempt to find how these two methods can be compromised to present an integrative solution .This is done by means of proposing an integrative construction on the basis of foundations and diminutions of both theories.It also tries to have an access to a new construction of Extended Enterprise by concentrating on the concepts of each theory instead of focusing on merely practical aspects of them. In order to improve the concept of methods of Extended Enterprise, Supply chain management and Theory of Constraints,extensive library studies and interviews with experts have been done and it has helped the formation of the primary results.On the basis of the primary results and Delphi method,a group of experts including teachers,managers,and industrial experts were interviewed. Research hypotheses and probable results were explained on the basis of the information extracted from the studies and interviews.The results were explained on the basis of the form of questionnaires among experts for more comments. On the basis of total views and comments, a closed-answer researcher made questionnaire was prepared and distributed among teachers, high-rank managers, industrial experts, and MA students.The collected data were summarized and analyzed baye means of statistical analysis (Chi square). The results represent aspects of integration of the two methods and make it clear that the integrated method meets the needs of Extended Enterprise.On the basis of this integrated method, and for the construction of Extended Enterprise, some characteristics of organization construct, conceptual pattern of decision processing, decision making tool, characteristics of impressive leadership and organizational culture have been proposed.
