تاكنون روش‌هاي متعددي براي ارزيابي طرح‌هاي شهري معرفي شده، اما در اين ميان به روش‌هاي ارزيابي جامع و سيستماتيك كمتر توجه شده است. در سال‌هاي اخير روش طرح - فرايند- نتايج (PPR) به‌منزله روش ارزيابي جامع و سيستماتيك و بر پايه روش سياست- طرح/برنامه- اجرا- فرايند (PPIP) در ارزيابي طرح‌هاي شهري معرفي شده است. روش حاضر كه در سال 2009 الويرا و پينهو پيشنهاد كردند، براي ارزيابي جامع طرح‌هاي شهري است كه به همه ابعاد طرح‌هاي شهري توجه مي‌كند و در ارزيابي پيش، حين و پس از اجرا كاربرد دارد و تاكنون در ارزيابي طرح‌هاي توسعه شهري در شهرهاي ليسبون و پورتو به كار گرفته شده است. در مقاله حاضر عناصر كليدي روش طرح -فرايند- نتايج شامل: معيارها، زيرمعيارها، منابع داده و تكنيك‌هاي ارزيابي معرفي و كاربرد آن در ارزيابي طرح‌هاي شهري با به كارگيري اين روش در ارزيابي پيش از اجراي طرح توسعه اراضي آبشار 2 مشهد تشريح مي‌‌شود. نتايج نشان مي‌دهد به‌رغم جامعيت روش طرح - فرايند- نتايج، اين روش تاكيد بيشتري بر بعد كالبدي دارد كه با شرايط سيستم شهرسازي در ايران همخواني بيشتري دارد و مي‌تواند در ارزيابي طرح‌هاي شهري كاربرد مناسبي داشته باشد.

So far, many evaluation methods have been introduced in various disciplines such as urban planning , but comprehensive and systematic evaluation methods up to now have received little attention. In recent years the Plan - Process - Results (PPR) approach using existing evaluation methods based on the Policy- Plan/Programme-Implementation-Process (PPIP) methodology as a comprehensive and systematic evaluation methodology has been presented. This methodology was proposed in 2009 by Oliveira and Pinho, the methodology for comprehensive evaluation of urban plans that considers all aspects of the plan with greater emphasis on the physical aspect and comparatively to other evaluation methodologies propose a higher number of criteria and of data sources. In PPR the presentation of evaluation results includes the use of a table that aims to synthesise the whole evaluation process. PPR used in ex-ante, On-going and ex-post, so far, has already been applied to the land use plans of Lisbon and Oporto. This paper describes the key elements of Plan - Process - Results (PPR) methodology include: criteria, sub-criteria and evaluation techniques/data sources and its application in evaluation of urban plans using this methodology in ex-ante evaluation of Abshar (2) land development plan in Mashhad explained. The results of the evaluation showed that the predicted objectives in the plan is achievable. Furthermore, proposals based on the results of evaluation to increase the quality of the plan presented. Generally, finding of the research indicated the despite the comprehensiveness the PPR evaluation methodology, this methodology is more emphasis on the physical dimension that is more compatible with the of Iranian urban planning and can be useful in urban plan evaluation.
