بررسي مقايسه‌اي رويكرد‌هاي ايران و تركيه در قبال تحولات خاورميانه

A Comparative Study of Iran-Turkey’s Approaches toward Middle East transformations

اين مقاله مي‌كوشد رويكردهاي تركيه و ايران را درقبال رخداد‌هاي خاورميانه به‌روش تطبيقي بررسي كند. انقلاب‌هاي عربي در خاورميانه، نه‌تنها كشورهاي منطقه، بلكه روابط بين آن‌ها را تحت‌تاثير قرار داده است. روابط كشورهاي تركيه و ايران باتوجه‌به همسويي يا تعارض منافع درنتيجه رخداد‌هاي جديد، از اين تاثير دور نبوده است. ايران و تركيه به‌مثابه دو همسايه و دو قدرت تاثيرگذار بر تحولات خاورميانه، با واكنش به انقلاب‌هاي جهان عرب، سعي كرده‌اند طبق برداشت‌هاي خود از اين تحولات، به اين تحولات واكنش نشان دهند يا با آن همزادپنداري كنند. در اين راستا، سوال اصلي اين مقاله اين است: رويكردهاي ايران و تركيه درقبال رخدادهاي خاورميانه چگونه بوده است؟ سوال‌هاي فرعي نيز اين‌ها بوده است: تاثير تحولات خاورميانه بر روابط ايران و تركيه چه بوده است؟ چه عواملي ايران و تركيه را به‌سوي رهبري منطقه سوق مي‌دهند؟ راهبردهاي دو كشور درقبال رخداد‌هاي خاورميانه كدام است؟ فرضيه اصلي اين است كه ايران و تركيه، هردو، تلاش مي‌كنند با استفاده از فرصت‌هاي پيش‌آمده، از تحولات خاورميانه به هژموني منطقه دست يابند. در اين راستا، يكي از عوامل بسيار مهمي كه دو كشور ايران و تركيه را تحريك مي‌كند تا دنبال هژموني باشند، نيازهاي امنيتي است كه آن‌ها فكر مي‌كنند ازطريق افزايش قدرت و توانايي‌شان، به بهترين وجه برآورده مي‌شود. در اين مقاله، از روش توصيفي‌تحليلي استفاده شده و ابزار گردآوري اطلاعات از نوع اسنادي‌كتابخانه‌اي است.

This article tries to study Iran-Turkey’s approaches toward Middle East changes in a comparative way. The Arab revolutions in the Middle East, not only have had impact on the regional countries but also on the relations between them. The relation of Iran and Turkey due to convergence or divergence of interests as a result of new changes is not excluded. Iran and Turkey as two neighboring and influencial powers on Middle East transformations are reacting toward the revolutions of Arab world according to their own conceptions of these developments or identifies themselves with it. In this line, the main question of this paper is that; what are the approaches of Iran and Turkey toward Middle East developments? In addition, other secondary questions are included; what are the impacts of the Middle East developments on the relation of Iran and Turkey? What are the main factors that drive Iran and Turkey toward the leadership of the region? What strategies have two countries taken? The main hypothesis is that Iran and Turkey try to become hegemonic power through taking the advantages offered by the Middle East developments. Analyzing Iran-Turkey ‘s relations, this paper shows that one of the main factors which motivate states to follow hegemony is security needs that they think the best way to accomplish these needs is increasing their power and capabilities. The methodology of this paper is analytical-descriptive, while gathering instrument for data is library-documentary.
