بررسي وضعيت فقر در مناطق شهري استان كرمان و مقايسه آن با كل كشور

A Study on the Status of Poverty in Urban Areas of Kerman Province in Comparison with the whole Country

چكيده نخستين گام در مسير برنامه‌ريزي مبارزه با فقر و كاهش نابرابري در راستاي سياست‌گذاري در زمينه توسعه، شناخت صحيح و آگاهي از وضعيت فقر است. با توجه به اين موضوع، اين مقاله به تعيين خط فقر و بررسي وضعيت فقر نسبي در مناطق شهري استان كرمان طي سال‌هاي 1391- 1385 و مقايسه آن با كل كشور برمبناي 50 درصد و 66 درصد ميانگين و ميانه متوسط مخارج دهك‌هاي مختلف خانوارها و سپس، محاسبه شاخص‌هاي فقر مانند نسبت سرشمار، نسبت شكاف فقر و شاخص سن مي‌پردازد. نتايج نشان مي‌دهد، خط فقر نسبي در مناطق شهري استان كرمان به‌استثناي سال 1388 نسبت به سال 1387 و همچنين كل كشور طي سال‌هاي مورد بررسي روند صعودي داشته است. همچنين در مجموع، خط فقر مناطق شهري كشور بالاتر از خط فقر مناطق شهري استان كرمان طي سال‌هاي مورد بررسي بوده است، به‌طوري كه متوسط رشد ساليانه خط فقر در مناطق شهري استان كرمان، 19 درصد و در مناطق شهري كشور، 24 درصد بوده است، اما نتايج محاسبه شاخص‌هاي فقر نشان‌دهنده روند نزولي فقر در مناطق شهري استان كرمان و بهبود وضعيت فقر طي دوره مورد بررسي است.

The first step to fight against poverty and inequalities reduction in line with development policy, is correct understanding and awareness of poverty situation. Due to this thread, this paper studies the relative poverty in urban areas of Kerman province during 1391 - 1385 and comparewith the whole country. For this purpose, the relative poverty line and its indicators were determined and compared during the sample years. results show that the general trend of relative poverty in urban areas of Kerman province and the whole country has been upward with an exception in year 88 when compared with year 87 in Kerman. furthermore, the poverty line in urban areas of the country is higher than Kerman province during the period considered in this study. the average annual growth rate of poverty line in the urban areas of Kerman was 19 per cent when compared to 24 per cent in urban areas of the country. Although there also appears to be a downward trend in poverty in urban areas of Kerman province, the results shows that there has been an improvement in the poverty situation during the relevent period.
