An Analysis of Iran & the West Nuclear Disputed in the Framework of Game Theory

فعاليت‌ها‌ي هسته‌اي جمهوري اسلامي ايران، ايجاد بحران‌ها‌ي مختلفي را از سوي بازيگران مخالف يا معارض در عرصه‌ها‌ي داخلي و بين‌المللي در پي داشته است؛ افزايش حجم تحريم‌ها‌ي شوراي امنيت ضد ايران و تهديدهاي مختلفي كه ضد برنامه هسته‌اي ايران شده، شرايط بغرنجي را به وجود آورده است. غرب تلاش دارد ادامه برنامه‌ها‌ي هسته‌اي ايران و ادامه غني‌سازي را در چارچوب دستيابي ايران به سلاح هسته‌اي ترسيم نمايد تا از اين طريق جامعه بين‌المللي را در جهت خواست خود تجهيز كند. از سوي ديگر، ايران بر سر حقوق مسلم هسته‌اي خود (ادامه غني‌سازي) براي تامين نيازهاي روزافزون انرژي و ديگر موارد، پافشاري مي‌كند و برنامه صلح‌آميز خود را مطرح مي‌سازد. جمهوري اسلامي ايران طي مذاكرات متعددي كه با اروپا و بعداً كشورهاي عضو 1+5 داشته است، به‌واسطه سياسي بودن فضاي مذاكرات دوجانبه، هنوز به توافق روشني بر سر فعاليت‌ها‌ي هسته‌اي خود دست نيافته است. شايد يكي از عوامل اين سو تفاهم بين طرفين نبود ديپلماسي مشخص و روشن و اعتماد‌سازي در اين زمينه باشد. در پژوهش حاضر تلاش شده است تا با روش توصيفي- تحليلي اهداف كشورهاي غربي در پيگيري مذاكرات هسته‌اي با ايران مشخص شود و بر اين اساس، سعي مي‌شود مناقشه موجود در چارچوب نظريه بازي‌ها تحليل گردد و بر اين مبنا، روش‌ها‌ي مذاكره و ديپلماسي اعتمادساز بين طرفين ارايه شود.

Islamic Republic of IRANʹs nuclear activities have created various crises in both national and international fields for this country. Security Council increasing sanctions against Iran, and different threats against Iranʹs nuclear program, have created a complex situation for Iran. In the view of west the IRANʹs nuclear continuation program and enrichment continuation is IRANʹs attempt in context to achieve nuclear weapon. Thus west is trying to equipment international community to ward their demands. On the other hand IRAN insists on its nuclear rights (enrichment continuation) in order to providing growing energy needs and other issues. IRAN says this program is peaceful and says west trying is organized attempt for hindering IRAN from its international rights. Islamic republic of IRAN during its negotiations with Europe and 5+1 countries has achieved no clear consensus over its nuclear activities due to political space of bilateral negotiation. Maybe one of the reasons for this misunderstanding is lack of clear and transparent diplomacy and confidence- building in this field. This present study aims to specify west countries purposes in following nuclear negotiations with IRAN by using descriptive- analytical method. On this base we analyzed IRANʹs nuclear conflict with west in the framework of game theories. And on this base we present negotiation methods and the diplomacy of confidence- building between parties.
