Against Policymaking Sociology

جامعه‌‌شناسي سياست‌‌گذار آن‌‌گونه كه بوراووي تشريح نموده است به شيوه‌‌هاي گوناگون در سياست‌‌گذاري‌‌هاي اجتماعي جوامع مداخله مي‌‌كند و در خدمت هدفي است كه كارفرمايش تعيين كرده و براي مشكلات سفارش داده شده راه‌‌حل‌‌هايي ارايه داده يا به راه‌‌حل‌‌هاي موجود مشروعيت علمي مي‌‌بخشد. مروري بر تاريخ جامعه‌‌شناسي در كشور‌‌هاي پيشرفته حكايت از آن دارد كه جامعه‌‌شناسي سياست‌‌گذار سير نزولي خاصي را از دهه 1980 ميلادي تاكنون تجربه نموده است. در حقيقت، تجربه جامعه‌‌شناسي در آمريكا (كشوري كه واجد جامعه‌‌شناسيِ پيشرفته‌‌اي است و از حيث فرهنگي نيز مهد پراگماتيسم و فايده عملي دانش‌‌ها مي‌‌باشد و معمولاً تعقيب بي‌‌غرضانه دانش، براي اثبات ضرورت وجود يك علم كافي دانسته نمي‌‌شود) نشان مي‌‌دهد كه جامعه‌‌شناسي سياست‌‌گذار از اواخر دهه 1980 ميلادي تاكنون نه‌‌تنها رشد نكرده، بلكه در مسير افول هر چه بيشتر حركت نموده است. استدلال مقاله حاضر در مقام تبيين اين حقيقتِ تاريخي آن است كه خلق دانش توسط جامعه‌‌شناسان و شكل‌‌دهي سياست اجتماعي به‌‌وسيله سياستمداران، مديران و ديوانسالاران اشكال متفاوت و نسبتاً ناسازگاري از فعاليت‌‌هاي انساني هستند و به‌‌همين دليل و دلايل ديگر، افول جامعه‌‌شناسي سياست‌‌گذار، حتي در كشور‌‌هاي صاحب علم، امري طبيعي بوده و به‌‌احتمال زياد تداوم خواهد يافت.

As explained by Michael Burawoy, policymaking sociology intervenes in social policymaking of societies in various forms and is in the service of the employer to find solutions to the ordered problems or scientifically legitimize the existing solutions. A review of the history of sociology in advanced countries indicates that policymaking sociology has experienced a declining trend since 1980s. In fact, the experience of sociology in the United States (which has an advanced sociology and from cultural point of view is the cradle of pragmatism and practical utility of knowledge and where usually unbiased pursuit of knowledge is not considered necessary for the existence of one science) indicates that policymaking sociology not only has not grown since late 1980s but also has experienced a declining trend. The argument of this paper in explanation of the said historical fact is that creation of knowledge by sociologists and shaping of social policy by politicians, managers and bureaucrats are different and relatively incompatible human activities and due to this very reason and other reasons the decline of policymaking sociology in the countries that produce knowledge is quite natural and this trend will most probably continue in the future.
