عوامل تسهيل‌كننده اجراي موفق سياست‌هاي فرهنگي كشور؛ مبتني بر تجربيات برنامه‌هاي توسعه اول تا چهارم

Factors Facilitating Successful Implementation of State Cultural Policies, Based on Experiences of the First to Fourth Development Plans

اجراپژوهي تلاشي است در جهت كشف عوامل موفقيت و شكست سياست‌ها و متعاقب آن، ارايه راهكارهايي جهت تقويت عوامل تسهيل‌كننده و برطرف كردن عوامل بازدارنده‌ اجرا تا بتوان خط‌مشي‌هاي آينده را با موفقيت بيشتري اجرا نمود. در اجراپژوهي حاضر تلاش شده است با توجه به تجربه‌ اجراي برنامه‌هاي توسعه اول تا چهارم، عوامل تسهيل‌كننده‌ اجراي موفق سياست‌هاي فرهنگي كشور كه توجه به آنها مي‌تواند منجر به اجراي كامل‌تر سياست‌هاي فرهنگي در برنامه‌هاي بعدي شود شناسايي و تبيين شود. بدين منظور 40 مصاحبه‌ كيفي نيمه‌ساخت‌يافته با خبرگان و مجريان سياست‌هاي فرهنگي كشور كه در طي برنامه‌هاي اول تا چهارم توسعه در سطوح مختلف با پياده‌سازي برنامه‌هاي توسعه در بخش فرهنگ درگير بوده‌اند، ترتيب داده شده و با استفاده از روش تحليل مضموني و به‌كمك نرم‌افزار MAXQDA، در سه مرحله‌ كدگذاري توصيفي، كدگذاري تفسيري و يكپارچه‌سازي از طريق مضامين فراگير تحليل شده‌اند. در مجموع 698 كد، 380 مضمون توصيفي، 15 مضمون تفسيري و 4 مضمون فراگير كه عوامل تسهيل‌كننده اجراي سياست‌هاي فرهنگي كشور را تبيين مي‌كردند، توليد شدند. عوامل تسهيل‌كننده حاصل اين تحقيق شامل چهار دسته عوامل زمينه‌اي، ساختاري، كاركردي و نهايتاً عامل رفتاري جامعه مي‌شوند كه در تعامل ارگانيك با يكديگر قرار دارند.

Evaluation of implementation is an effort to find out the factors behind success or failure of policies and also to offer some solutions to strengthen the implementation facilitators and to eliminate the obstacles so that the future policies are implemented more successfully. The present paper is an attempt to identify and explain the implementation facilitators of cultural policies in the future plans in the light of the experience of the first to fourth development plans. Hence 40 semi-organized interviews were conducted with the experts and executives of the cultural policies of the first to fourth development plans. Using thematic analysis with the help of MAXQDA software, the interviews were analyzed in three stages of descriptive codifying, interpretive codifying and integrating through universal themes. Out of 698 codes, 380 descriptive themes, 15 interpretive themes and 4 universal themes that explained the implementation facilitators of the state cultural policies were produced. The facilitators discovered in this study include four categories, i.e. background, structural, functional and behavioral which have organic interaction with each other.
