برنامه‌ريزي منطقه‌اي راهي براي كاهش نابرابري منطقه‌اي

Regional planning, a way to reduce regional inequality

بطوركلي ناهماهنگي توسعه درمناطق، شهرنشيني شتابان و تمركززدايي كه نتيجه پيشرفت‌ها‌ي شتابزده اقتصادي در جوامع بشري است، نابرابري و برهم زدن تعادل و توازن منطقه‌اي را به‌دنبال داشته است. نابرابري امكان بروز بيكاري، فقر، مهاجرت، جابجايي نيروي انساني(بويژه متخصص) و سرمايه وهم‌چنين بي عدالتي، بروزناهنجاري‌ها‌ي اجتماعي، تعارضات قومي- فرهنگي ودرنهايت آسيب رساندن به بنيان يكپارچه ملي را موجب مي‌شود. براي رفع نابرابري‌ها‌ و ايجاد تعادل و هماهنگي در توسعه مناطق، تدابيري انديشيده شده كه از آن ميان، مي‌توان به سياستگذاري منطقه‌اي بعنوان يك خط مشي و برنامه‌ريزي منطقه‌اي به عنوان يك راهكار اشاره كرد. شناخت عوامل ايجاد كننده نابرابري، تعيين نقش مناطق با توجه به پتانسيل‌ها‌ي آن‌ها‌، ظرفيت سازي و ايجاد فرصت‌ها‌ي برابر و بهره‌برداري بهينه از منابع و فرصت‌ها‌ در مناطق، تقدم توسعه متعادل منطقه‌اي بر افزايش نرخ رشد، تنوع بخشيدن به اقتصاد مناطق عقب مانده و تهيه و اجراي طرح آمايش سرزمين گام اساسي در كاهش و رفع نابرابري‌ها‌ است.اين مقاله پس از بررسي چارچوب برنامه‌ريزي منطقه‌اي در پي بررسي گونه‌ها‌ي نابرابري است كه در مناطق اثرگذار بوده و موجبات نابرابري منطقه‌اي را فراهم آورده‌اند. سپس با ارايه راهكارها در جهت كاهش اين نابرابري‌ها‌، برنامه‌ريزي منطقه‌اي را بعنوان يك ابزار مفيد مورد بررسي قرارداده است.

Imbalance of regional development, rapid urbanization and decentralization which results from rapid economic progress in human societies, generally, have been followed by inequality and the regional balance disorder. Inequality causes the unemployment risk, poverty, immigration, labor displacement (particularly specialists) and capital, as well as injustice, the incidences of social abnormalities, the cultural-ethnic conflicts and eventually a damage to foundation of national integrity. To eliminate disparities and to create balance and harmony in regional development, the measures have been taken, among which a regional policy can be noted as strategy and the regional planning. To find the factors causing inequality and to determine a role of the regions with regard to their potentials, and also for capacity building and establishing the equal opportunities, optimal utilization of resources and opportunities in the regions, priority of the balanced regional development on the growth rates and diversifying the economy of the under-developed regions and provision a plan is fundamental step in reducing and removal of inequality. Following the regional planning framework study, this article tries to examine forms of inequality which have impact on the regions and leads to regional inequality. Then; it has examined the regional planning as a useful tool by presenting the procedures of reducing these inequalities.
