سنجش مسيوليت نهادهاي فعال در حوزه نانوتكنولوژي ايران در ايفاي كاركردهاي حكمراني

Assessment of the Perceptions about Active Institutions in the Field of Iran’s Nanotechnology and Their Responsibility for Performing Governance Functions

نوظهور دارد. حكمراني نانوتكنولوژي در كنار كاركرد توسعه اقتصادي و تكنولوژيك، بر توسعه همه‌جانبه و مسيولانه اين فناوري به نحوي تاكيد مي‌كند كه دو كاركرد ديگر را نيز شامل شود. يكي از اين كاركردها، توجه به رگولاتوري و استانداردهاي به كارگيري نانو مواد و تكنولوژي‌هاي نانومحور است. كاركرد سوم، ضرورت آگاهي‌دهي به مردم و فراهم كردن بسترهاي مشاركت‌هاي اجتماعي در صورت‌بندي سياست‌ها و سياست‌گذاري‌هاي اين حوزه مي‌باشد. اين پژوهش قصد دارد با استفاده از ابزار پرسشنامه و با سنجش نظرات نهادهاي فعال در حوزه نانوتكنولوژي ايران، اِدراك آنها را از ميزان مسيوليت خود در ايفاي كاركردهاي سه‌گانه حكمراني نانوتكنولوژي مورد بررسي قرار دهد. يافته‌هاي پژوهش نشان مي‌دهد اِجماع نسبي در ميان نهاد‌ها در خصوص ايفاي مسيوليت‌هاي مربوط به حكمراني نانوتكنولوژي وجود دارد. همچنين به ترتيب نهاد‌هاي سياست‌گذار، شركت‌هاي توليد محصولات نانو و نهادهاي رگولاتوري بيشترين مسيوليت را در ايفاي كاركردهاي حكمراني نانوتكنولوژي در ايران دارا مي‌باشند. نتايج بيانگر آن است كه اِدراك «مسيوليت زياد حكومت» در ميان نهادهاي فعال حوزه نانوتكنولوژي ايران وجود دارد و اين نهاد‌ها انتظارات زيادي از حكومت در ايفاي كاركردهاي حكمراني نانوتكنولوژي دارند.

The emergence of "Governance of Nanotechnology" conceptual framework implies a multilateral approach to the development of this emerging technology. Governance of nanotechnology, along with economic and technological development emphasizes on the full and responsible development of this technology and includes two other functions as well. One of these functions is paying attention to regulations and implementing standard-based nanomaterials and nanotechnologies. The third function is the necessity of informing people about this subject and paving the way for their social participation in the formulation of policies and policy-making in this field. The findings of this research suggest that there is a relative consensus among institutions responsible for the governance of nanotechnology. Also, policy-making institutions, companies producing nano- products and regulatory agencies have more responsibility in fulfilling the functions of nanotechnology governance in Iran. The results indicate that there is a perception of "the heavy responsibility of government" among organizations involved in the field of Iran’s nanotechnology and these institutions have high expectations of government to fulfill the functions of nanotechnology’s governance.
