Revising Missile Defense Shield Scheme and Its Impact on Russia-U.S. Relations

طرح سپر دفاع موشكي امريكا، يكي از راهبردي‌ترين مباحث در حوزه امنيت بين‌المللي است. تحولات مربوط به آن و كشيده شدن دامنه اين طرح به مرزهاي غربي روسيه پس از سال 2007، بيش از پيش بر مناسبات مسكو - واشنگتن سايه انداخته است. بر اين اساس، مقاله حاضر در پي پاسخ به چند پرسش كليدي است؛ نخست اينكه محرك‌ها و دلايل استقرار اين سامانه در شرق اروپا چيست؛ چه تحولاتي را ظرف يك دهه اخير پشت سر گذاشته؛ ديدگاه‌ها و رفتارهاي امريكا و روسيه در اين خصوص چگونه قابل ارزيابي است؛ و در نهايت، تلاش‌ها و تحرك‌هاي متقابل دو كشور در اين چارچوب ناظر به چه سياست‌ها و اقداماتي در شرايط فعلي و آتي است؟ در پاسخي كلي نيز اشاره مي‌شود كه حساسيت نسبت به اين موضوع در پرتو نگاه كلان به بحران مزبور، از زاويه مسايل و نگراني‌هاي استراتژيك و مناسبات امنيت بين‌الملل قابل تحليل است. با عنايت به اين فرض كه استقرار سامانه دفاع موشكي در اروپا، در راستاي كاهش قابليت استراتژيك روسيه و كنترل و محدود كردن قدرت مانور اين كشور پيگيري مي‌شود، مجموعه اقدامات و رقابت‌هاي امريكا و روسيه در منطقه ژيواستراتژيك شرق و مركز اروپا در فضاي جديدي قرار گرفته است كه بر اساس فعال‌سازي الگوهاي معطوف به موازنه قدرت و انگاره دفع تهديد از هر طرف پيگيري مي‌شود. بنابراين نظر به انگيزه‌هاي تازه همچون بحران اوكراين و تشديد اختلافات دو كشور، اين مقاله بر آن است تا ضمن تامل تاريخي در موضوع و تشريح و تبيين ابعاد اين طرح، و همچنين بررسي اقدامات تقابلي و توانمندي‌هاي موشكي و دفاعي روسيه، با رويكرد و روشي توصيفي – تحليلي، عوامل و دلايل نگراني ميان دو كشور و افق آن را نيز مورد واكاوي و كنكاش قرار دهد.

The U.S. missile defense shield scheme is one of the most strategic topics in the field of international security. Developments related to it and the extension of its domain to the Western borders of Russia after 2007 have overshadowed relations between the United States and Russia. Given the above situation, this article tries to answer some key questions: first, what are the motives and reasons of the deployment of this system in Eastern Europe, what changes have been occurred during the last decade regarding this scheme, how the views and behavior of Russia and the U.S. in this regard can be evaluated and finally which policies justifies the actions made by the two countries in the present and future conditions? In response to these questions, the authors indicate that sensitivities regarding this subject could be analyzed by adopting an attitude based on strategic concerns and international security considerations. Therefore, with the alssumption that the deployment of missile defense system in Europe is intended to reduce Russia?s strategic capabilities and to constrain its maneuvering power, it seems that the rivalry between the U.S. and Russia in the geostrategic region of Eastern and Central Europe can be explained by the models based on balance of power and deterring threats. Also given some new incentives such as Ukraine crisis and increasing differences between the two countries, this article tries to explore the factors causing concerns in both countries based on a descriptive-analytical method while studying the background and different dimensions of this scheme as well as Russia?s missile and defense capabilities.
