بررسي تطبيقي ديپلماسي آمريكا درقبال جنگ عراق عليه ايران و كويت

A Comparative Study of Americaʹʹs Diplomacy toward Iraqʹʹs War against Iran and Kuwait

تحولات پي‌در‌پي منطقه خليج فارس بعد از سقوط حكومت پهلوي در 1979، به انفجار آن به‌‌صورت حمله عراق به ايران منجر شد. حمله عراق به ايران نزد كارشناسان سياست بين‌‌الملل به جنگ نيابتي آمريكا برضد ايران مشهور شده است كه با كمترين هزينه براي طرف اصلي آن، يعني آمريكا، و خسارات گسترده براي ايران و عراق همراه شد. اقدامات آمريكا در جنگ عراق عليه ايران موجب ازدست‌رفتن اعتبار سازمان ملل متحد در مقام ضامن صلح و امنيت بين‌‌الملل شد و اين زمينه‌ساز اقدامات بعدي رهبر ديكتاتور عراق در تصرف كويت، حمله موشكي به كشورهاي عرب حامي آمريكا در خليج فارس و حتي اسراييل گرديد و براي آمريكا كه پس از سقوط شوروي ضامن نظم نوين جهاني شد، اين خطر را نمايان كرد كه در تسليح و تحريك عراق بيش از حد افراط كرده است. در اين مقاله، نويسندگان در پي بررسي ابعاد اقدامات ديپلماسي آمريكا و اهداف و انگيزه‌‌هاي آن در جنگ تحميلي عراق بر ايران و جنگ عراق بر كويت هستند. يافته‌‌ها نشان مي‌دهد هر دو جنگ حاصل عملكرد بد و منفعت‌‌جويانه آمريكا و بي‌كفايتي سازمان ملل متحد، بازيگران تراز اول صحنه بين‌‌الملل، در برداشت از واقعيت‌‌هاي روز بوده است.

Successive changes in the Persian Gulf region after fall of the Shah In 1979, led invasion of Iraq to Iran. According to experts in International politics, Iraq’s attack is known as America’s proxy war against Iran with at least cost for its main party, America, and extensive damages for Iraq and Iran later. Americaʹs actions in the Iran-Iraq war caused to decrease credibility of United Nations as guarantor of International peace and security and later prerequisite for future Iraq dictator leader’s actions in occupation of Kuwait, missile hit to the pro-America Arab states in the Persian Gulf and even to Israel. And also for America that became the guarantor of the new world order after the fall of Soviet Union, it appeared this threat that it has excessed over in arming and stimulation Iraq. In this paper, the authors are trying to assess the extent of Americaʹs diplomacy and its goals and objectives in the Iraq’s imposed war on Iran and Iraq’s war on Kuwait. Results show that both wars resulted of America’s poor, profit-seeking performance, and the incompetence of the United Nations, top actors in international scene,in perception of the current realities.
