تغيير رويكرد گروه‌هاي اسلامي تركيه در روند الحاق به اتحاديه اروپا

Change in the Approach of Turkey’s Islamic Groups in the Process of Accession to the European Union

اين مقاله در پي بررسي تغيير رويكرد گروههاي سياسي، اجتماعي و اقتصادي اسلامي تركيه در فرايند الحاق اين كشور به اتحاديه اروپا است. به نظر مي‌رسد روند الحاق به اتحاديه اروپا كه به اروپايي ‌شدن بيشتر تركيه منجر شده است، از مهم‌ترين عوامل تغيير تدريجي ترجيحات، رفتار و گاهي هويتبخش مهمي از گروههاي سياسي، اجتماعي و اقتصادي اسلامي اين كشور بوده است. تغييراتي مانند بازتفسير انديشه‌ها و هويت اسلامي در انطباق با هنجارهاي اروپايي و نيازهاي بورژوازي جديد؛ تغيير نگاه به اتحاديه اروپا از خصم هويت اسلامي به دوست آن؛ بازتفسير مفاهيمي مانند سكولاريسم و مدرنيزاسيون؛ دروني شدن تدريجي گفتمان‌هاي حقوق بشر، بازار و دموكراسي؛ انطباق با فرهنگ كسب‌وكار اروپا و استانداردهاي هويت كارآفرينانه و رويه‌هاي اقتصادي اتحاديه اروپا و برجسته شدن تفاسير عمل‌گرايانه و معتدل از اسلام. براي آزمون اين فرضيه، نگارنده با بهره‌گيري از ادبيات اروپايي شدن تلاش مي‌كند تا ضمن بررسي سير تاريخي مواجهه گروههاي اسلامي تركيه با اروپا و غرب، تاثير فرايند الحاق تركيه به اتحاديه اروپا را در ايجاد ساختار فرصت جديد، تغيير رفتار و گاهي تغيير هويت احزاب سياسي اسلام‌گرا، جامعه مدني اسلامي و همچنين گروههاي تجاري و صنعتي اسلامي مورد ارزيابي قرار دهد.

This paper aims to investigate the change in the approach of Turkey’s Islamic political, social and economic groups in process of accession to the European Union. It seems that process of Turkey’s accession to the European Union that has led to more Europeanization of this country, is one of the most important factors in the gradual change of preferences, behavior and sometimes identity of important part of these groups in Turkey. Changes such as reinterpretation of Islamic thoughts and identity in accordance to European norms and needs of the new bourgeois; attitude change toward EU as an enemy of Islamic identity to its friend; reinterpretation of concepts like secularism and modernization; gradual internalization of human rights, democracy and the market discourses; compliance with Europe’s business culture and entrepreneurial identity standards and European Unionʹs economic procedures and highlighting of pragmatic and moderate interpretations of Islam. To test this hypothesis, the author by using Europeanization literature tries to evaluate encountering history of Islamic groups in Turkey with Europe and West and impact of Turkeyʹs accession process to the EU in building new opportunity structure, behavior change, and sometimes identity change of the Islamist political parties, civil society and business and industrial groups.
