سازمان‌دهي سياسي فضا و چالش‌هاي ناحيه‌‌اي در ايران (مطالعه موردي: استان‌هاي ايلام و آذربايجان غربي)

Political Organization of the Space and the Regional Challenges in Iran (Case Study: Ilam and West Azerbaijan Provinces)

عوامل چندي در حكم‌راني خوب و دست‌يابي به اهداف آن موثرند كه يكي از مهم‌ترين آن‌ها، سازمان‌دهي سياسي فضاست. هر حكومتي سعي مي‌كند تا براساس يك تصويرشناختي مشخصي از فضاي قلمرو خود، اقدام به سازمان‌دهي سياسي فضا كند و موفق به دروني‌سازي و وابستگي به حس مكان شود. اما سازمان‌دهي سياسي فضا در ايران در برخي مناطق، نامناسب انجام گرفته است. براي نمونه، در استان‌هاي آذربايجان غربي و ايلام، با دارا بودن منابع عظيم طبيعي، چالش‌هاي ناحيه‌اي بزرگي ايجاد شده است. اين پژوهش با روش توصيفي- تحليلي انجام شده و هدف آن، بررسي چالش‌هاي ناحيه‌اي در اين دو استان از ديدگاه سازمان‌دهي سياسي فضاست. نتايج تحقيق نشان مي‌دهد سازمان‌دهي نامناسب سياسي فضا به‌ويژه شكل طويل و دنباله‌دار اين استان‌ها، چالش‌هاي زيادي را براي اداره امور آن‌ها به‌وجود آورده كه مهم‌ترين آن‌ها عبارت‌اند از: عدم ايجاد وحدت ساختاري و كاركردي، مرزهاي طولاني و آسيب‌پذيري بيشتر، رقابت‌هاي قومي و ايلي، شكل نگرفتن حس تعلق، توسعه نامتوازن، شكل‌ نگرفتن شبكه ارتباطي منظم، به‌وجود نيامدن قطب رشد، تداخل حوزه‌هاي انتخاباتي با حوزه‌هاي قومي و ايلي، قوم‌گرايي، ايل‌گرايي و غيره.

Some factors are effective in good governance and the achievement of goals; of the most important factor is the political organizing of the space. Each government tries to act based on a specific cognitive image of its own territory of space to political organization of space and can be successful in making a self, Internalizing and depending on sense of place .But the political organization of the space has been done inappropriatel in some regions of Iran. For example in Ilam and West Azerbaijan provinces, in spite of having natural massive resources, has created huge regional challenges. The aim of this study that has been written by the descriptive -analytical method, is to evaluate the regional challenges in these two provinces is from prospective of space political organization. The research results shows that the inappropriateness of political organization of space, specially long and protracted shape of these provinces , has created many challenges for their affairs management; some of the important challenges can be referred to as : lack of creating structural and functional unity, long borders and more vulnerability, ethnic and tribal rivalries, lack of formatting a sense of belonging , disequilibrium development, lack of formatting of a regular communication network, lack of formatting development pole, interference of constituency with ethnic and tribal areas, ethnicity, tribalism and etc.
