ضعف كاركردی مؤلفه فرهنگ در سطوح مختلف یكی از مباحث چالش‌انگیز در آینده می‌باشد و منشأ این ضعف در نظام برنامه‌ریزی دیده می‌شود، در این میان اجماع در عدم كاركرد مناسب این نظام در میان صاحب‌نظران بر مبنای وضع موجود حاصل گردیده، اما در خصوص راهكار پیشنهادی اختلاف نظراتی وجود دارد. باوجود فرهنگ غنی ایرانی اسلامی بازهم این بستر با تهدیداتی روبه‌رو است، بر همین اساس فرهنگ باید برای دیگر افراد و جوامع جذابیت داشته باشد و اسلام در این زمینه دارای پتانسیل بسیار بالایی می‌باشد. بر همین اساس در این مقاله به طراحی سناریوهای تهدیدات نوظهور فرهنگی انقلاب اسلامی می‌پردازیم، پس از شناخت روندهای كلان، پیشران‌های راهبردی درزمینهٔ موضوع پژوهش، جایگاه پیشران‌هایی با عدم قطعیت بالا كه درعین‌حال بااهمیت‌ترین آن‌ها نیز هستند، با استفاده از پنل خبرگان و استفاده از نرم‌افزاری تخصصی میك‌مك مشخص گردید و عدم قطعیت‌های تغییر در سبك زندگی، تغییر عقاید و ارزش‌های جامعه و همگرایی فناوری و فرهنگ به‌عنوان بااهمیت‌ترین عدم قطعیت‌ها شناخته شدند، همچنین با توجه به ارتباط معنادار این سه عدم قطعیت فضای سه‌بعدی شكل‌گرفته است. با در نظر گرفتن تركیب مناسب برای فضای مطرح‌شده فضای سناریوی تهدیدات نوظهور فرهنگی انقلاب اسلامی در آینده پیش‌رو تبیین شده است.
