شناسايي و رتبه بندي چالش هاي موجود در روند خصوصي سازي باشگاه هاي فوتبال كشور بر اساس مدل PEST

The Identification and Prioritization of the Exiting Challenges of Privatization of Iranian Football Clubs Using PEST Model

بررسي مطالعات انجام‌گرفته در زمينه خصوصي‌سازي ورزش نشان مي‌دهد كه تقريباً همه كشورهاي جهان اهميت و ارزش زيادي براي نقش و جايگاه خصوصي‌سازي ورزش قايل‌اند. بايد توجه داشت در زمينه خصوصي‌سازي ورزش، تنها يك يا دو عامل تاثيرگذار نيستند. مسيله اصلي اين است كه خصوصي‌سازي ورزش و به‌ويژه باشگاه‌هاي فوتبال، بدون فراهم كردن مجموعه‌اي از عوامل، سودمند و اثربخش نخواهد بود. از‌اين‌رو، تحقيق حاضر با استفاده از مدل PEST، بر روي مهم‌ترين چالش‌هاي تاثيرگذار بر خصوصي‌سازي باشگاه‌هاي فوتبال كشور، تمركز دارد. اين پژوهش كاربردي و توصيفي از نوع پيمايشي است. جامعه آماري تحقيق شامل مديران ورزش فوتبال، استادان دانشگاهي رشته تربيت‌ بدني و كارشناسان ورزشي است. به‌منظور شناسايي چالش‌ها از نرم‌ا‌فزارExcel و ميانگين هندسي؛ و از نرم‌افزارExpert Choice و ‌تكنيك‌هاي‌ رتبه‌‌بنديAHP، TOPSIS و SAW به‌منظور رتبه‌بندي اوليه و از روش‌هاي اولويت‌بندي شامل ميانگين رتبه‌ها، BORDA و COPELAND براي ادغام و رتبه‌بندي نهايي عوامل و معيارهايي كه به‌عنوان چالش‌ شناسايي شده بودند، استفاده شد. براساس يافته‌هاي تحقيق، مهم‌ترين چالش‌ها به‌ترتيب اولويت‌بندي؛ چالش‌هاي سياسي ـ حقوقي، اجتماعي ـ فرهنگي، اقتصادي و چالش‌هاي تكنولوژيكي هستند. خصوصي‌سازي بدون برنامه و مرحله‌‌اي نبودن آن، مهم‌ترين معيار چالش‌ سياسي- حقوقي؛ اهميت كم ورزش در مجموعه برنامه‌هاي توسعه اقتصادي ـ اجتماعي، مهم‌ترين معيار چالش اجتماعي ـ فرهنگي؛ عدم‌ تحقق حق پخش تلويزيوني به‌عنوان يك منبع درآمد، مهم‌ترين معيار چالش اقتصادي و ناكافي بودن تسهيلات اعطايي ويژه از سوي دولت به بخش خصوصي، مهم‌ترين معيار چالش تكنولوژيكي شناخته شد.

A review of studies about sports privatization indicates that almost all countries in the world have paid considerable attention to the role and the significance of sports privatization. However, it should be noted that there are not only one or two factors influencing sports privatization. The main issue is that sports privatization especially for football clubs cannot be effective without the existence of a set of factors. Accordingly, the present study concentrated on the most important challenges facing football clubs privatization in Iran. This descriptive-application study has employed a survey method. The statistical population included football managers, university professors in the field of physical education, and sports experts. Excel software and numerical means were used to identify challenges. Besides, Expert Choice and ranking techniques such as AHP, TOPSIS, and SAW were used to perform the primary ranking of factors. Prioritizing methods such as prioritizing means, BORDA and COPELAND were employed to merge and rank factors and indexes considered as challenges. The findings suggested that the most important challenges were legal-political, sociocultural, economic, and technological challenges respectively. Unplanned privatization with no specific stages was considered as the main legal-political challenge, sports underestimation in sociocultural development programs as the main sociocultural challenge, lack of broadcast right as the main source of income as the core economic challenge, and finally inadequacy of loans granted to the private sector by the government was regarded as the major technological challenge.
