توسعه پيشگيري حفاظتي؛ با رويكرد تحقق فرامين فرماندهي معظم كل قوا(مدظله‌العالي)

Developing protective prevention; with the overlook of realization of the supreme leader of all forcesʹʹ rules

سازمان‌هاي نظامي و انتظامي به‌دليل نقش كليدي خود، همواره در معرض تهديدهاي مختلف امنيتي قرار دارند. مقابله و مبارزه با اين قبيل تهديدها در درون سازمان‌هاي مذكور مستلزم برنامه‌هاي ويژه و اقدام‌هاي پيشگيرانه است. برخورد با تهديدهاي بالقوه، دو چهره اصلي پيدا مي‌كند: روي اول سكه برخورد واكنشي و نوعاً قهر‌آميز است كه در شكل دستگيري و طرد صورت مي‌گيرد و علاوه بر هزينه‌بار ‌بودن، مغاير با فلسفه و رسالت توسعه پيشگيري حفاظتي است و بايد به حداقل ممكن اكتفا شود؛ روي ديگر سكه انجام اقدام‌هاي مختلف پيشگيرانه حفاظتي است كه علاوه بر كاهش هزينه‌هاي آشكار و پنهان، سازگاري بيشتري نيز با مباني اعتقادي و نظري اسلام دارد. اما موفقيت در امر پيشگيري حفاظتي، تصادفي نبوده و به صرف خواست قلبي ميسر نمي‌شود، بلكه همانند ساير تدابير صيانتي، مستلزم تهيه برنامه‌هاي منسجم و مدبرانه بوده و تدوين آن‌ها نيز بايد فرايند معيني را طي نمايد. بديهي است كه متعالي‌ترين آرمان حاكم بر كليه اقدام‌هاي پيشگيرانه، تحقق فرهنگ خود حفاظتي است كه دستيابي به آن نيازمند برنامه اي جامع و مانع بوده كه بي‌شك شناخت راهكارهاي توسعه حفاظتي از الزامات آن است. در اين مقاله بر آنيم كه با اسوه قرار دادن فرامين و تدابير فرماندهي معظم كل قوا(مدظله‌العالي) ازقبيل: «لزوم تقدم پيشگيري و آگاهسازي نسبت به پيگيري»؛ «لزوم پيشگيري و مراقبت پيش از وقوع خطاهاي اطلاعاتي»؛ «در كنار اطلاع دادن نسبت به آنچه اتفاق افتاده است، بايد وظيفه پيشگيري»؛ «مراقبت پيش از وقوع خطاهاي اطلاعاتي را نيز در وظايف خود به دقت ملاحظه نماييد» (7/9/1386)، ضمن شناسايي مفهوم، فرايند و شيوه هاي پيشگيري حفاظتي، به آينده‌پژوهي اين موضوع پرداخته و راه‌هاي توسعه پيشگيري حفاظتي ارايه گردد. تحقيق حاضر از نوع «تحليلي‌استنباطي» است. نتايج حاصل از تحقيق نشان مي‌دهد كه: • موفقيت در امر پيشگيري حفاظتي، مستلزم آشنايي كامل با ماهيت پيشگيري و رويكردهاي گوناگون موجود در اين زمينه است؛ • نمي‌توان به صرف انجام اقدامات پراكنده و غيرمنسجم، توقع توفيق در پيشگيري حفاظتي را داشت، بلكه هر برنامه پيشگيرانه‌اي در صورتي قرين موفقيت خواهد بود كه فرايندي منطقي و علمي در تكوين و اجراي آن رعايت شود؛ • ارزيابي وضعيت امنيتي سازمان، هدف‌گذاري اقدامات پيشگيرانه، تجزيه و تحليل علل كجروي‌هاي حفاظتي، انتخاب اثربخش‌ترين راهكارهاي پيشگيرانه، اجراي مستند و ارزيابي برنامه‌ها و بازخوردگيري از مداخلات براي توفيق در امر پيشگيري حفاظتي، امري ضروري است.

The military and order organization because of their key role are always exposed to different security threats. Confronting and combating such threats in the mentioned organizations necessitates special programs and preventive actions. Confronting potential threats, finds two main faces: first side of the coin is reactive and in kind wrathful encounter that happens in the form of arresting and boycott and in addition to being exorbitant, it is in contrast with philosophy and mission of developing protective prevention and we should be satisfied with the least possible; The other side of the coin is doing different protective prevention actions that in addition to lessening the overt and covert expenses, has more adaptation to ideological and theoretical bases of Islam too. But success in the issue of protective prevention is not accidental, and is not achievable just because of heart desire, rather, such as other protective measures, it necessitates a comprehensive and tactful program and their compiling should cross over a certain process too. It is clear that the most exalted ideal governing all the preventive measures is the realization of self-protection culture, achieving that necessitates a comprehensive and restraint schedule which undoubtedly knowing protective development techniques is among its necessities. In this article we are going to through modeling the orders and acumens of supreme leader of all forces such as: "the necessity of priority of prevention and informing on follow-up" ; " the necessity of prevention and protection before the occurrence of intelligent errors"; "across informing what has happened, you should consider among your responsibilities the obligation of prevention and caring before the occurrence of intelligent errors" (1386/917), while identifying concept, process and methods of protective prevention, engage in future study of this subject and present the methods of developing protective prevention. This research is "perceptive analysis". The research results show that: • Success in the issue of protective prevention, necessitate a thorough acquaintance with the nature of prevention and different viewpoints in this arena; • We could not expect to be success in protective prevention simply by doing scattered and inconsistent measures , rather any preventive program would be successful just in a case that a logical and scientific process be observed in its development and enforcement; • Evaluating the security situation of the organization, aiming preventive measures, studying and analyzing the causes of protective deviations, choosing the most effective preventive solutions, well-documented enforcement and evaluation of programs and taking feedbacks from the interferences are among necessary affairs to be successful in the issue of protective prevention.
