برنامه ريزي كاربري اراضي و مكان گزيني بهينه در محلات شهري با استفاده از سيستم اطلاعات جغرافيايي (GIS) (مطالعه موردي: محله 47 شهر زاهدان)

Land use planning and its optimaisation in urban district applied GIS Case study: fortey seven district of Zahedan city

اصولاً برنامه ‏ريزي كاربري اراضي مهمترين مبحث توسعه پايدار شهري و از اولويت هاي اصلي در برنامه‏ ريزي شهري است. محله شماره 47 شهر زاهدان در زمينه تناسب و توزيع بهينه كاربري ها داراي نارسايي بوده لذا مطالعه حاضر براي شناسايي اين كاستي ها در راستاي پياده سازي عدالت اجتماعي كه مي بايست در تمام سطوح شهري و ميان همه شهروندان تحقق پيدا كند انجام گرفت. بمنظور تحقق اين مهم روش­ هاي كارآمدي ابداع شده كه در تصميم­ گيري بهينه مي­ توانند به برنامه ريزان كمك نمايند. در اين پژوهش علاوه بر بررسي ديدگاه­ هاي نظري به بهره گيري از اين تكنيك­ هاي كارآمد در خصوص برنامه ريزي براي كاربري اراضي شهري اقدام و از سيستم هاي پشتيباني برنامه ريزي از جمله “ what-if ” كه يكي از اين روش هاست، بصورت يك سيستم برنامه ريزي پويا بر پايه GIS استفاده شد. در اين روش سه مرحله تحليلي قابليت­ سنجي اراضي، پيش بيني تقاضاي كاربري­ هاي شهري و تخصيص زمين به تقاضاهاي كاربري زمين انجام و شكل­ هاي مختلف آينده هر منطقه از طريق سناريوهاي مختلف تخصيص مورد تحليل قرار گرفت. سرانجام با تشكيل لايه UAZ و وزن دهي به روش AHP بهترين مكان ها براي استقرار كاربري هاي مورد نياز به جهت ارايه خدمات شهري در محله 47 زاهدان بصورت نقشه نهايي پيشنهاد گرديد. نتايج يافته­هاي حاصل از نقشه هاي توليد شُده شعاع عملكرد و ناسازگاري­ ها، بيانگر اين مهم مي باشد كه سطح ارايه خدمات و امكانات شهري براي ساكنين اين محله در مقايسه با استانداردهاي رايج در داخل كشور­نامناسب مي­ باشد. بمنظور بهينه­ نمودن­ كاربري­ هاي­ جديد با توجه به استانداردها و كاركردهاي مورد نياز، اين نقاط كاركردي پيشنهاد و بصورت نقشه توليد شد كه براي استقرار كاربري­ هاي جديد در اين محله بايستي در اولويت بكار گرفته شود.

Today, landuse planning is the most important field of urban sustainable development and is the main priorities in the urban planning and urban planners and administrators that have special considerations to observe this principle in planning and implementing urban plans. Therfor efficient methods have been devised which can be helpful for planners in optimal decisions. In this study, additional to exploring theoretical perspectives, the use of this efficient technique in the context of planning for urban landuse applied. The study also utilized planning support systems such as “what-if” that is one of these methods, used as a dynamic scheduling system based on the GIS. In this method three stages of analysis capability assessment of land, demand forecasting for urban land uses, and the land allocation to the land use demands are employed, and the various shapes of future in each region were analyzed through different scenarios appropriation. Finally with the formation of UAZ layer and weighting with AHP method, the best places for deploying required uses was proposed in the forty seven district in Zahedan as the final map in order to provide municipal services. the obtained findings from the produced maps of performance radius and incompatible is indicated this point that the level of services delivery and facilities of municipal for the residents of this district compared to the the current standards inside the country, is inappropriate. In order to optimize the new uses based on the standards and items that must be contained, these parts and functions were suggested and were produced in the form of map which should be used as priority for deployment of new landuses in these districts.
