جهاني‌شدن دموكراسي، فرامرزي‌شدن هنجارها و تكثر بازيگران در سازمان‌هاي بين‌المللي

به علت سرعت بالاي فرايند جهاني‌شدن، عرصه‌هاي نظري و عملي حيات بشري با تحولات شگرفي مواجه شده و در اثر فشردگي زمان و مكان، حوزه‌هاي داخلي و خارجي دولت‌ملت‌ها به يكديگر گره خورده‌اند. يكي از مهم‌ترين مصاديق اين به‌هم‌پيوستگي، رابطه ميان دموكراسي در داخل دولت‌ملت‌ها با امواج جهاني‌شدن در فراسوي مرزهاي ملي است. هدف اصلي اين مقاله، توصيف و تبيين، تاثيرات ناشي از جهاني‌شدن دموكراسي در عرصه بين‌المللي است. تا از اين رهگذر، واقعيت بازيگران بين‌المللي و كاركرد آنها در سازمان‌هاي بين‌المللي تحليل شود. پرسش اصلي مقاله اين است كه: جهاني‌شدن دموكراسي چه تاثيري بر بازيگران بين‌المللي داشته است؟ در پاسخ ادعا شده است كه «جهاني‌شدن دموكراسي با فرامرزي كردن هنجارهاي دموكراتيك به تكثر بازيگران در سازمان‌هاي بين‌المللي كمك كرده است». پژوهش حاضر، همچنين چندين پرسش فرعي را مد نظر خويش دارد كه شامل ماهيت فرايند جهاني‌شدن و تاثير آن بر دولت‌هاي دموكراتيك ملي، چگونگي ظهور بازيگران غيردولتي و كاركرد آنان در چهارچوب نهادهاي بين‌المللي خواهد بود. روش مورد استفاده در اين پژوهش، توصيفي‌تحليلي است.

One of the most significant manifestation of the compression, has been in the field of relationship between democracy in the nation-states and the waves of globalization beyond national borders. This article explains the consequences of globalization of democracy in the international stage so that the reality of the international actors and their functions in the international organizations are analyzed. The main question is: What has been the impact of globalization of democracy on the international actors? It is suggested that globalization of democracy by trans-boundary of democratic norms has contributed to plurality of actors in the international organizations. It also raises minor questions on nature of the globalization process and its impact on the national democratic governments, manner of emergence of non-government players and their performance within international institutions.
