مسيوليت‌پذيري كارگزاران و مديران از ديدگاه امام علي (ع) با تاكيد بر مولفه‌هاي اخلاق حرفه‌اي

Imam Aliʹʹs (AS) View on Responsibility of Managers With an Emphasis on the Components of Professional Ethics

يكي از ويژگي‌هاي بارز و وظيفه مهم حكومت، رعايت اصل مسيوليت‌پذيري در ازاي حقوق ديگران است، و در انديشه و سلوك علوي مسيوليت‌پذيري حكومت همان پاسخگويي به مردم است. از ديدگاه امام علي (ع)، مسيوليت مديران حكومتي در پاسخگويي به مردم، وظيفه‌اي بسيار مهم و آزمايش سختي براي آنان است و كسي مي‌تواند موفق‌تر باشد و گوي سبقت را در عرصه خدمت‌رساني از ديگران بربايد كه در انجام وظايف و تعهدات خود در قبال جامعه و مردم كوتاهي نكند و كارها را به نحو نيكو انجام دهد. در مسيله مسيوليت‌پذيري كارگزاران حكومت، فرمانبرداري، اطاعت امر و اجابت درخواست ديگران در برابر وظايفي كه بر‌عهده كارگزاران است، مطرح مي‌شود و عنصر اصلي مسيوليت‌پذيري، پاسخگويي يعني اصالت‌دادن به حقوق ديگران است به اين معنا كه «شما حق داريد و من تكليف دارم». حضرت علي (ع) در نهج‌البلاغه در موارد متعدد به اين نوع از مسيوليت اشاره كرده است. در اين مقاله، پيرامون اصل مسيوليت‌پذيري كارگزاران و مفهوم و موارد آن از‌منظر امام علي‌(ع) بحث و بررسي شده است.

One of the obvious features and important tasks of any government is observing the principle of responsibility in exchange for the rights of others. Governmentʹs concept of Alavi thought and behavior is to provide service to people. From Imam Aliʹs (AS) point of view, responsibilities of government managers in accountability to people is a very important task and difficult test for them. Only the ones are more successful in providing service that do their best in terms of commitment in front of the society. The basic question in this paper considers the meaning of responsibility of managers and its main elements. In the issue of government authoritiesʹ responsibility their submissions, obedience and compliance to the request of others stands against their duties. The main element of responsibility is accountability which means considering other peopleʹs rights. This means that "you have a right and I have a duty". Imam Ali (AS) has mentioned this type of responsibility many times in Nahjolbalagheh. In this paper, we discuss the principle of responsibility of managers and its concept from Imam Aliʹs (AS) point of view.
