Officialsʹʹ Characteristics and Responsibilities in Nahjolbalagheh

در اين تحقيق نشان داده شده است كه حضرت علي(ع) پس از انتخاب كارگزاران خود، مستقيم و بلاواسطه بر آنها نظارت مي‌كردند و آنان را از هرگونه كوتاهي در انجام وظايف محوله بر‌حذر مي‌داشتند. به نظر آن حضرت، بي‌توجهي در امور سبب مي‌شود كه حكومت‌ها پس از مدتي به واسطه فسادهاي مالي، اداري، اخلاقي، ... در سراشيبي انحطاط و سقوط بيفتند. در نگاه ايشان، اهميت كارگزاران حكومتي چنان است كه هر جامعه‌اي براي آنكه بتواند روي سعادت ببيند و امور آن اصلاح شود، بايد از كارگزاران لايق و متعهد بهره گيرد. در اهميت نقش كارگزاران در ثبات يك نظام همين بس كه ضعف كارگزاران آن نظام سياسي حتي در مواردي كه مشروعيت اوليه داشته است ـ همانند كشورهايي كه با راي مردم بر سركار آمده‌اند ـ موجب زوال آن مشروعيت شده است؛ برعكس، گاه يك نظام فاقد مشروعيت اوّليه ـ همانند كشورهايي كه با كودتا روي كار آمده‌اند‌ ـ توانسته است به دليل توانمندي كارگزاران و مديران به‌مرور زمان مقبوليت و مشروعيت مردمي كسب كند. بنابراين، دوام و قوام حكومت‌ها قبل از هر چيز به نقش كارگزاران حكومتي بستگي دارد.

Nowadays, the importance of administrative system on the development and evolution of nations is known to everybody. Governments have always paid great attention to competent managers and officials, so that they could have stable and lasting rule. From a socio-political point of view, there are many factors affecting governmentʹs stability, some of which are religious, ethical and financial health of officials, care to economical reforms, tackling peoplesʹ needs and avoiding cruelty and injustice. This study shows that Imam Ali (AS) had a close and direct inspection on his officials and warned them of neglecting their responsibilities. According to his views neglecting those guidelines leads to governmentsʹ financial, administrative and ethical corruption leading to their fall. In his view, the importance of government officials is so much that any society needs committed and competent officials in order to reform and live in welfare. Agents and officialsʹ role is so vital that their weaknesses in a political system could lead to the downfall of those systems even in a legitimate system, like coup governments; with the help of competent managers and officialsʹ abilities could gain public legitimacy. Therefore, administrations and government stability depends primarily on the public officialsʹ roles.
