رابطه امنيت زيست‌محيطي با امنيت ملي (مطالعه موردي بيوتروريسم)

The Correlation between Environmental Security and National Security (Case Study of Bioterrorism)

برقراري و ايجاد امنيت و آرامش در هر جامعه‌اي از مهم‌ترين و عمده‌ترين وظايف و اهداف هر حكومت است كه با استفاده از همه عوامل اجرايي و توانمندي‌ها در پي آن است، امروزه مفهوم امنيت تنها مسايل نظامي را در برنمي گيرد و در تمام ابعاد زندگي انسان مصداق و معني پيدا مي‌كند از آن جمله عواقب و مشكلات زيست‌محيطي و مخاطرات امنيتي ناشي از آن است كه درجه بالايي از توجهات جهاني را به خود جلب كرده است، بيوتروريسم به‌عنوان يك تهديد زيست‌محيطي در صورت وقوع مي‌تواند ضمن به خطر انداختن امنيت ملي كشور تبديل به بحراني ملي شود كه مقابله با آن نيازمند مديريت بحران جهت كاهش اثرات حمله، حفظ آرامش و ثبات جامعه مي‌باشد. با توجه به موقعيت جغرافيايي كشورمان و نيز حضور قدرت‌هايي نظير آمريكا و رژيم صهيونيستي در اطراف ما، آسيب‌پذيري كشور در سطح ملي مانند مرزها و مناطق قومي همچنين عدم توانايي برخي دولت‌هاي همسايه در اعمال حاكميت بر تمام قلمرو خود، تروريسم را به يك دغدغه مهم براي جمهوري اسلامي تبديل كرده است. در فرضيه پژوهش پيش رو: 1. به نظر مي‌رسد بين امنيت زيست‌محيطي و امنيت ملي كشور رابطه مستقيم وجود دارد، 2. بين ميزان آمادگي دولت و جامعه با اثرات تهديدات بيوتروريسم رابطه معكوس وجود دارد. يافته‌هاي تحقيق حاكي از آن است كه عدم برنامه‌ريزي و آمادگي حكومت و جامعه در برابر يك اقدام بيوتروريستي كليه ابعاد سياسي، اجتماعي، اقتصادي كشور را تحت تاثير قرار داده و باعث ايجاد فاجعه‌اي عظيم مي‌شود، آگاهي و آموزش مردم، همچنين برنامه‌ريزي دولت در زمينه تهديدات و حوادث غيرمنتظره و غيرطبيعي از جمله بيوتروريسم نقش اساسي و كليدي در كاهش و مهار اثرات بحران‌هاي ايجاد شده ناشي از اين حوادث ايفا مي‌كند. مهم‌ترين نتيجه به‌دست آمده اين است كه آنچه براي تجزيه و تحليل يك عمليات بيوتروريستي ضروري است، داشتن اطلاعات كافي است؛ زيرا پيشگيري از وقوع عمليات بيوتروريستي مهم‌تر و بهتر از مقابله با آن بعد از وقوع عمليات مي‌باشد.

Security and peace establishment in each society is one of the most important responsibilities and goals of government that is taken care of by use of all its executive agents and abilities. Today, not only does the security concept include military issues, but also all aspects of human life. For instance, environmental problems and security threats are results of this concept that attract high levels of global attention. As an environmental threat, bioterrorism can endanger the countryʹs security, in case of occurrence. Additionally, it can become a national crisis, which requires crisis management, panic control and social stability in order to decrease the attack effects for its prevention. Based on our countryʹs location and presence of some powers like US and Israel around us, Iranʹs vulnerability in national level like borders and ethnic regions from one side, and disability of some neighbor governments in governing their territory from the other side, have made terrorism an important issue for Islamic republic of Iran. Survey assumptions include: 1) It seems that there is a direct relationship between environmental security and national security. 2) There is an inverted relation between bioterrorism threats’ effects and government and society’s readiness. Survey results show that lack of planning and readiness of society and government against a bioterrorism act influences countriesʹ political, social and economic dimensions and causes huge disaster. Folkʹs knowledge and education in addition to government’s planning in the field of unexpected and unnatural threats and events such as bioterrorism, play a key role in decreasing the crisis effects as the result of those events. As the most important result, the requirement for analysis of a bioterrorism action is having sufficient knowledge. It also must be considered that prevention of bioterrorism occurrence is much better than being faced to it afterwards.
