بازخواني هويت دولت اسلامي در عراق و شام (داعش): فهم زمينه هاي فكري و سياسي ـ اجتماعي

Reviewing the Characteristics of Islamic Government in Iraq and Sham –Daesh- : Realizing the Intellectual, Political and Social Grounds

پيكارجويان سلفي- تكفيري دولت اسلامي عراق و شام (داعش) كه پس از 29 ژوين 2014 ميلادي به «خلافت اسلامي» تغيير نام دادند، گروهي از تروريست هاي بين المللي اند كه با زمينه هاي متفاوت جغرافيايي از كشورهاي مختلف عربي، آسيايي، اروپايي و افريقايي گرد هم آمده اند. هدف اساسي داعش، احياي حكومت اسلامي و تسلط بر همه مناطق حياتي و حكم بر مبناي دين با همه اصول و موسسات لازم مي باشد. انديشه برتر داعش، تفكر «جهاد تنها راه حل» و به دست گرفتن سلاح براي مواجهه با نظام ها (ليبرال، لاييك، بعث و هر آنچه غيراسلامي است) است. هدف ابتدايي رزمندگان داعش احياي حكم اسلام و تسلط بر همه مناطق حياتي و اجراي احكام اسلام با همه قواعد و سيستم‌هاي آن مي‌باشد. داعش بر همين مبنا، قرايتي خاص و سنتي-ايديولوژيك از دين اسلام است و مي‌كوشد به راهبردهايي تروريستي تكيه كند و با استناد به اصول عقايدي و تاريخي، اعمال خشونت بار خود را توجيه كند. مسيله داعشِ متاثر از تحولات داخلي عراق و سوريه و شكنندگي ساختارهاي نظامي و سياسي در اين دو كشور، ناكارآمدي نيروهاي نظامي در برخورد با حركت هاي چريكي و جنگ هاي نامنظم، هراس عمومي و آشفتگي عميق مدني و مهم تر از همه دستيابي داعش به منابع مالي جديد و اعمال كنترل بر مناطق و مراكز حياتي موجب شده است معماي تروريسم به يك شوك بزرگ و حتي به صورت محتمل به يك فاجعه بين المللي مبدل شود. پرسش اساسي نوشتار حاضر اين است كه زمينه‌هاي فكري و عملي شكل گيري داعش در تفكر اسلامي كدام اند و اختلافات و تمايزات تفكر اصيل اسلامي و تفكر داعش چيست؟ فرضيه اصلي نيز چنين است: ساختار فكري و عملي داعش، مبتني بر قرايتي تجهيزي و ايديولوژيك از اسلام است كه داراي ريشه هاي تاريخي و عقيدتي، منابع مادي- انساني و آگاهي گسترده از عوامل جغرافيايي- سياسي است و به دنبال بهره گيري از راهبرد دولت سازي مي باشد. در اين پژوهش، ريشه هاي شكل گيري داعش، بنيان هاي فكري- اسلامي داعش، ساختار سازماني داعش و موسسات آن، موقعيت آن در نقشه سياسي اهل سنت، نحوه سازماندهي و رابطه آن با القاعده بررسي مي شود.

Salafi- Takfiri warriors of Islamic government in Iraq and sham –Daesh- who changed their name to “Islamic caliphate” after 29 June, 2014 A. C are considered a group of international terrorists gathering together with diverse geographical grounds from different Arabic, Asian, European, and African countries. The main purpose of Daesh is the renovation of Islamic government and domination on all vital areas and ruling based on religion with all the required principles and institutions. The superior thought of daesh is regarded as “war as the mere solution”, “holding weapon to encounter with liberal, laic, ba’th, as well as the Non- Islamic Systems”. The basic objective of daesh warriors is the renovation of Islamic decree and supremacy over the vital areas together with the execution of decrees of Islam with all its rules and systems. In this regard, daesh is considered a particular and traditional- ideological interpretation from Islam religion and it tries to rely on terrorist strategies and justify its brutal actions by referring to the belief and historical principles. The issue of daesh is affected by the internal changes of Iraq and Syria, fragility of military and political structures in these two countries, inefficiency of military powers in encountering with cherik actions and unsystematic wars, public dread, profound civil chaos, and the most important of all is daesh achieving to the new financial sources and controlling on the central areas has led to changing the mystery of terrorism into great shock and even probably into an international catastrophe. The main question of the present article is: “what are the intellectual and practical grounds of development of daesh in the Islamic thought as well as the disagreements and differences of Islamic dignified thought and daesh thought? The main hypothesis is that the intellectual and applied structure of daesh would be on the basis of the outfitted and ideological interpretation from Islam, being of historical and belief roots, material- humanistic sources, immense awareness of geographical- political elements and subsequently, taking advantage of the strategy of developing government. In this research, it is investigated the roots of daesh development, its intellectual- Islamic foundations, organizational structure and institutions, its status in the political plan of Sunnites, the way of organizing and making relationship with Al- Qaeda.
