Operational budgeting requirements in Iranʹʹs higher education system

هدف پژوهش حاضر بررسي الزامات بودجه ريزي عملياتي در نظام آموزش عالي كشور بود. پژوهش مذكور از نظر هدف كاربردي و نوع آن توصيفي - پيمايشي بود. براي بررسي اين امر با توجه به ادبيات پژوهش، پنج عامل تاثيرگذار در اين امر شامل عوامل مديريتي، عوامل محيطي، عوامل انساني، عوامل فني و فرايندي و عوامل ساختاري شناسايي شدند. بعد از آن با بهره گيري از نظرهاي خبرگان بودجه ريزي عملياتي در آموزش عالي (35 دانشگاه منتخب وزارت علوم، تحقيقات و فناوري) و با استفاده از روش AHP هر يك از عوامل و زيرشاخصهاي آنها بررسي و اولويت بندي شدند. نتايج نشان داد كه از ميان عوامل مذكور، عوامل مديريتي مهم ترين عامل در استقرار بودجه ريزي عملياتي در نظام آموزش عالي كشور به شمار مي رود.

The purpose of current research was to evaluate the requirements of operational budgeting in Iranʹs higher education systems. A descriptive survey method was chosen for this study. In order to study this issue, five effective factors were recognized in this area according to the research literature- including managerial, environmental, human, technical and procedural, and structural factors. Then, using the perspectives of experts in the operational budgeting in higher education and AHP method, 35 selected universities affiliated with Ministry of Science Research and Technology were evaluated and prioritized in each factor and sub-factors. Results showed that among these factors, the managerial factor was the most important factors in institutionalizing operational budgeting Iranian in higher education.
