نقد دروني «گفتمان تهاجم فرهنگي غرب» با تاكيد بر ناسازه‌‌هاي سياست‌گذارانه

An Internal Criticism of “the Discourse of Western Cultural Invasion” with a Focus on Policy-Making Inconsistencies

‌‌آنچه «گفتمان تهاجم فرهنگي غرب» ناميده مي‌شود از ابتداي دهه‌ هفتاد شمسي به گفتار غالب در سياست‌گذاري فرهنگي جمهوري اسلامي بدل شد و هدف از آن مقابله با تاثيرات فرهنگ مهاجم غرب و برنامه‌‌‌ريزي براي حفظ و تعميق فرهنگ ديني و ارزش‌هاي اسلامي بود. ‌‌هدف اين مقاله بررسي «گفتمان تهاجم فرهنگي» بر اساس منطق «نقد دروني» است. ‌‌مقاله نشان مي‌‌‌دهد كه به‌واسطه‌ برخي تغييرات گسترده‌ عيني و‌‌‌‌‌‌‌‌‌‌‌‌ شناختي در دو دهه‌ اخير و پيدايي روندهاي فرهنگي دايماً تحول‌يابنده‌ جهاني، ‌‌برخي ناسازه‌‌‌ها و عدم‌‌‌توافق‌‌‌ها در اين گفتمان پيدا شده‌اند: ‌‌عدم‌توافق بر سر مقابله با امر «مدرن» يا «غربي»، «هنجاري» يا «غيرهنجاري» بودن فرهنگ، ‌‌تاثير «اسطوره‌ ژاپن» بر ذهن سياست‌گذاران فرهنگي، ‌‌مناقشه‌ بر سر «تاريخ تهاجم فرهنگي»، ‌‌معضله‌ «تعريف فرهنگ»، ‌‌مسيله‌‌‌ تعيين مصاديق «فرهنگ مهاجم»، ‌‌گذار از «تهاجم فرهنگي» به «جنگ نرم» ‌‌و «تحولات حوزه‌ سياست‌گذاري» از جمله دشواري‌هاي اصلي در گفتمان تهاجم فرهنگي غرب هستند كه بايد بر اساس اهداف نخستين‌ اين گفتمان و نيز تغييرات كنوني مورد بازنظريه‌پردازي قرار گيرند. ‌‌

The discourse of western cultural invasion has been the dominant discussion in the Islamic Republic of Iran’s policy-making in order to resist the effects of western invading culture first and plan for preserving and strengthening religious culture and Islamic values then. The aim of this paper is to review “the discourse of cultural invasion” based on the logic of “internal criticism”. This study demonstrates that due to some real and cognitive widespread changes in the last two decades and the emergence of universal ever-changing cultural trends, there has appeared some inconsistencies and disagreements in the discourse: disagreement on fighting ‘modern’ or ‘western’ issue, ‘normality’ or ‘abnormality’ of culture, the effect of ‘Japanese Myth’ on the mind of cultural policy-makers, negotiations on the ‘history of cultural invasion’, the problem of ‘the definition of culture’, the referents of ‘the invading culture’, transition from ‘cultural invasion’ to ‘soft war’, and the developments in the field of ‘policy-making’ are of major difficulties in the discourse of western cultural invasion, which must be re-theorized according to its initial aims and current changes.
