ارزيابي عملكرد سراي محلات در راستاي توسعه مديريت محلي؛ نمونه موردي: سراي محله‌هاي اوين، تجريش و نياوران

Assessment of Neighborhood House’s Functions in Develop Local Management Case study: Neighborhood House of Evin, Tajrish and Niavaran

امروزه سياست‌هاي پايداري شهري بيش از پيش اهميت واحدهاي همسايگي و اجتماعات محلي را در چارچوب مفهوم توسعه پايدار روشن ساخته است. از اينرو توجه مديريت شهري در برنامه‌ريزي به سوي سطح خرد گرايش يافته است. در كشور ما توجه به سطح خرد در شهرها از سابقه طولاني برخوردار نيست اما در سالهاي اخير مديريت شهري تهران با تشكيل شوراياري‌ها و بعد از آن ايجاد سراي محلات به عنوان محلي براي فعاليت مديريت محله گامي جهت محقق شدن آن صورت گرفته است. در اين مقاله حكمروايي خوب شهري، برنامه‌ريزي محله محور، اهميت و ضرورت توسعه مديريت محله در راستاي مشاركت شهروندان و توجه به توانايي‌ها و ظرفيت‌هاي محلات مورد توجه قرار گرفته است. در ادامه به منظور ارزيابي اثربخشي عملكرد سراي محلات در راستاي مديريت محلي سراي محله‌هاي اوين، تجريش و نياوران در منطقه يك شهرداري تهران به عنوان نمونه مورد بررسي قرار گرفته و سه محور اطلاع رساني و آگاهي، مشاركت شهروندان در اداره امور محله و استفاده از ظرفيت‌ها و توانايي‌هاي محلات از طريق پرسشنامه و مصاحبه استخراج گرديده است. نتايج نشان مي‌دهد، هر سه سراي محله در اين محورها داراي تفاوت عملكردي هستند. در محور اطلاع رساني- آگاهي بخشي و مشاركت ساكنين، سراي محله اوين نسبت به سراي محله تجريش و نياوران عملكرد بهتري داشته است. در زمينه محور سوم توانمندسازي، استفاده از پتانسيلها و ظرفيت‌هاي محلات هم با وجود تفاوت در ويژگي‌هاي جمعيتي، اجتماعي و اقتصادي محله‌هاي مذكور مديريت شهري در تعريف محورهاي فعاليت‌ مديريت محله (خانه‌هاي چهارده گانه) به اين ظرفيت‌ها و توانايي‌هاي ويژه محلات توجهي نشده است و هنوز مديريت محله از اصول برنامه‌ريزي محله محور و حكمروايي خوب شهري فاصله زيادي دارد.

Nowadays urban sustainability policies has clarified the importance of neighborhood unites and local congregations in sustainable development concept framework more than ever. Hence the attention of urban management in planning has been attracted mostly to micro levels. In our country, also, paying attention to micro level at cities hasnʹt long history, though during recent years Tehran Urban Management established council association and then Neighborhoodsʹ Serais to reach this goal. In this study well urban management, neighborhood-based planning, paying attention to neighborhood capabilities and capacities have been noticed and examined. Then in order to evaluate the efficiency of Neighborhoodsʹ Serais performance in seraiʹs local management, Serais of Evin, Tajrish and Niavaran at district 1 of Tehran Municipality were studied as sample and three basis of informing, awareness and public corporation in neighborhood affairs management and using neighborhoods capacities and capabilities were elicited using questioner and interview. Results obtained from this investigation indicated that all three Serais have different performances regarding these bases. Regarding informing and awareness basis, Evin Neighborhood Serai had better performance compared to Tajrish and Niavaran Neighborhoods Serais. Regarding enabling basis, using neighborhoods capabilities and capacities, urban management has not taken these capabilities and capacities into consideration, when defining neighborhood management activities basis, in spite of differences in population, social and economical features of above mentioned neighborhoods. Still neighborhood management has a far distance from principles of neighborhood-based planning and well ruling.
