ارزيابي ميزان آسيب‌پذيري معابر شهري و شبكه‌هاي ارتباطي منطقه 10 شهرداري تهران با رويكرد پدافند غيرعامل

Analysis of the Vulnerability of Urban Pathways and Networks of Tehran Municipality District 10􀀂 Based on the Passive Defense Principles

راه‌هاي ارتباطي، از مهم‌ترين عناصر در افزايش يا كاهش آسيب‌پذيري يك شهر مي‌باشند. تعدد مسيرهاي دسترسي شهر، بر كاهش ميزان آسيب‌پذيري و كاهش تلفات، تاثير به‌سزايي خواهد داشت. اين پژوهش بر آن است تا با استفاده از آمار و اطلاعات موجود در خصوص ميزان آسيب‌پذيري معابر شهري منطقه 10 شهرداري تهران، به كنكاش در ارتباط با سطح آسيب‌پذيري بافت شهري به تناسب سلسله‌مراتب شبكه معابر در ارتباط با زلزله از ديدگاه پدافند غيرعامل بپردازد. اصولاً پدافند غيرعامل در شهرها با مراكز ثقل يا آسيب‌پذير شهرها ارتباط تنگاتنگي داشته و يكي از مهم‌ترين گام‌ها در فرآيند طرح‌ريزي اقدامات دفاع غيرعامل، اولويت‌بندي و طبقه‌بندي اهميت مراكز ثقل براساس مقادير و شاخص‌هاي كمّي و كيفي مي باشد. از آن‌جايي كه رويكرد مديريتي و نحوه مقابله با خطر در شهرها بايستي رويكرد پيشگيرانه بوده و نه منفعل، بدين منظور در اين پژوهش از رويكرد پدافند غيرعامل استفاده شده است. پژوهش حاضر از نوع كاربردي مي‌باشد و رويكرد حاكم بر اين پژوهش، توصيفي- تحليلي است . روش جمع‌آوري اطلاعات عمدتاً كتابخانه‌اي و با توجه به نوع تحقيق، از مطالعات ميداني (مصاحبه) نيز استفاده شده است؛ همچنين از روش ماتريسي براي بررسي انطباق مكاني منطقه 10 شهرداري تهران با اصول پدافند غيرعامل استفاده گرديده است. آسيب‌پذيري انساني در برابر زلزله با توجه به انبوهي تراكم جمعيت اين منطقه، ساخت‌وسازهاي متراكم و نتايج حاصل از روش ماتريسي كارور و نمودار حاصل از آن، در سطح بالايي قرار دارد. پس از تحليل‌هاي انجام‌شده بر مبناي روش ماتريسي كارور و ارزيابي كليه معابر داخل منطقه 10 و نتايجي كه نمودارهاي (1) تا (9) بيانگر آن بودند، مي‌توان به اهميت معابر موجود در اين منطقه پي برده و به بررسي به‌كارگيري اصول پدافند غيرعامل در اين معابر پرداخت.

Communication paths are one of the most important elements in increasing or decreasing the vulnerability in a city. The abundance of access routes has significant impacts on the vulnerability mitigation and the number of casualties. This research is intended to find a relation between hierarchy of street network and earthquake, by using existing data about vulnerability of urban streets for district 10 of Tehran from passive defense viewpoint. In principle, passive defense in cities and centers of gravity or vulnerable centers of cities has close relations and is considered as one of the important steps in planning passive defense measures, prioritizing and classifying the significance of centers of gravity based on qualitative and quantitative criteria. Since the managerial approach and method of countering danger in cities should be preventive but not reactive type, therefore, this article is intended to use a passive defense approach. The present research is of applied type and the approach governing this research is analytical-descriptive. The method of information collection is mainly documentary and interview and also according to research type, matrix method for local conformity district 10 of Tehran municipality is used from passive defense viewpoint. Human vulnerability against earthquakes, based on population density of the district, dense construction and results obtained from user matrix and its resultant chart are of high level. Having conducted analyses based on user matrix method and assessment of pathways inside district 10 and the results shown by charts 1 and 9, we can realize the significance of the existing pathways in this district and we will study the passive defense principles in these pathways, as well.
