تحليل سرمايه ي اجتماعي با تاكيد بر مشاركت شهروندي و پاسخ گويي مديران شهري مورد پژوهي: شهر اسلامشهر

Analysis of social capital with an emphasis on the relationship between citizenship participation and accountability of urban managers ( Case Study: Eslamshahr City)

از جمله عوامل و ملزومات موفقيت هر گونه برنامه ريزي، توجه به مسايل اجتماعي و سرمايه ي اجتماعي است، به گونه اي كه نمي توان بدون توجه بدان به امر برنامه ريزي اقدام نمود. مشاركت شهروندي نيز از جمله مولفه هاي سرمايه ي اجتماعي است كه بسياري از مشكلات شهرهاي امروزي به عدم مشاركت شهروندان در تصميم گيري ها برمي گردد كه با عوامل و متغيرهاي بسياري در ارتباط است كه يكي از اين مولفه ها، پاسخ گويي مديران شهري است كه مي تواند بر وضعيت مشاركت شهروندي تاثير بگذارد. لذا در اين نوشتار، وضعيت مولفه هاي مشاركت شهروندي و پاسخ گويي مديران شهري و ارتباط بين دو مولفه تحليل گرديده است. روش تحقيق حاضر، توصيفي-تحليلي است كه در بخش نظري از مطالعات كتابخانه اي و در بخش موردي تحقيق از پيمايش و تكنيك پرسشنامه بهره گرفته شده است. منطقه مورد مطالعه تحقيق نيز شهر اسلامشهر است. نتايج نشانگر آن است كه وضعيت مشاركت شهروندي و مولفه-ي پاسخ گويي مديران شهري پايين تر از سطح متوسط قرار دارد، همچنين بين مولفه‌هاي مشاركت شهروندي و پاسخ گويي مديران شهري ارتباط مستقيم و معناداري وجود دارد. بنابراين با بالارفتن مولفه ي پاسخ گويي مديران شهري مي توان شاهد بالارفتن مشاركت شهروندي نيز بود و عكس اين مورد نيز صادق است.

Among the implications for the success of any planning is the attention to social issues and social capital , so that without it, it is not possible to plan. Citizenship participation is also one of the components of social capital, where, many of the problems referred to, such as the lack of citizen participation in decision-making, lie in this scope of the issue. In this paper, an analysis of the components of citizenship participation and accountability of urban managers has been discussed with respect to the correlation between the two factors. This study is a descriptive-analytic study which was conducted by using a combination of fieldwork and attributive methods .The study was conducted in Eslamshahr city, Iran. Research findings showed that the components level of the citizenship participation and accountability of urban managers in the Eslamshahr is lower than the average level. Furthermore, it was realized that, there is a direct correlation between the citizenship participation and accountability of urban managers. Therefore, it is understood that, the citizenship participation will be increased when urban managers accountability rate is increased and vice versa.
