Security, Development and Strategic Choice: Chinaʹʹs Effort for Obtaining the Status of a Great Power

نظام بين‌الملل در طي سال‌هاي اخير شاهد خيزش فزاينده چين است كه ضمن گذار از سياست‌هاي تجديدنظرطلبانه و نظم‌ريز گذشته، توسعه اقتصادي و ثبات سياسي را در اولويت استراتژيك خود نشانيده است. اساس فلسفي سياست‌هاي رفتاري چين در طي سال‌هاي اخير، مفهوم جهان هماهنگ اما غيرمتشابه بوده است كه نه تنها بر ثبات پويا و فعال تاكيد نموده است، بلكه با تغيير رويكردهاي اِعمالي و اِعلاني در سطوح مختلف ملي، منطقه‌اي و بين‌المللي، در تلاش براي دستيابي به اهداف استراتژيك است. پرسش از منطق استراتژيك و مكانيسم‌هاي مديريت سياسي چين براي نيل به موقعيت جاري بين‌المللي، به عنوان اهتمام اصلي اين پژوهش است. مشاركت راهبردي در نهادهاي چندجانبه، گسترش ديپلماسي اقتصادي، تعقيب سياست درهاي باز و وابستگي متقابل پيچيده و همكاري با قدرت‌هاي بزرگ جهاني و منطقه‌اي، به عنوان فرضيه اصلي نگاشته مي‌باشد. اين پژوهش با استفاده از مطالعه اسنادي و كتابخانه‌اي، به تجميع اطلاعات تحقيقي پرداخت و با استفاده از روش‌شناسي مديريت استراتژيك و كاربست تيوري سازه‌انگاري، به تبيين روند دستيابي چين به جايگاه قدرت بزرگ مي‌پردازد.

International system has witnessed Chinaʹs rising in recent years. Laying aside revisionist and anti-systemic policies, China has adopted economic development and political stability as its strategic priorities. The philosophical basis of Chinaʹs behavior during recent years has been the concept of acoordinated but not isomorphic world. It has not only emphasized dynamic and active stability, but also has changed its overt and covert approaches at the different national, regional and international levels to obtain its strategic goals. This article explores the strategic logic and political management mechanisms used by China to achieve its desirable international status. Strategic participation in multilateral institutions, expanding economic diplomacy, pursuing open door policy and complicated interdependence and finally cooperation with great international and regional powers constitute the main hypothesis of this article. This article uses documents and library sources to gather necessary data and to explain the process of Chinaʹs attainment to the status of great power, employs the methodology of strategic management and applies the theory of constructivism.
