بررسي نقش پليس در پيشگيري اجتماعي از جرم (مطالعه موردي منطقه 2 و 12 شهر تهران)

Reviewing the Role of Police in Social Prevention from Crime (Case Study: Zone 2 and12 of Tehran Municipality)

پيشگيري اجتماعي مجموعه اقداماتي است كه هدف آن خنثي كردن عواملي كه در تكوين جرم تاثير گذار هستند و اين به معناي مداخله در محيط هاي اجتماعي عمومي مشترك مانند محيط هاي آموزشي؛ اقتصادي ،فرهنگي و سياسي و... و در محيط هاي اجتماعي شخصي مانند خانواده ، محله و... مي‌باشد. با توجه به اهميت موضوع پيشگيري و كاركردهاي متعدد و مهم پليس در پيشگيري از جرم ؛ پژوهش حاضر با هدف شناسايي نقش پليس در پيشگيري اجتماعي از جرم و براي پاسخ به اين سوالات كه «كاركرد هاي اصلي پليس در پيشگيري اجتماعي و تعيين ميزان تاثير اين كاركرد ها در پيشگيري از جرم چيست؟» به بررسي موضوع پرداخته است. روش پژوهش از نوع توصيفي- تحليلي و ابزار گرداوري اطلاعات كتابخانه اي و پرسشنامه اي بوده كه در اين راستا ابتدا با مرور ادبيات تحقيق؛ كاركردهاي اصلي پيشگيرانه پليس حسب ديدگاه برخي از صاحب نظران مطرح مطالعه ؛ و در ادامه مهمترين الگوهاي منطبق با وظايف قانوني پليس ايران طبق مدل كاپوبيانكو و مدل شاو شناسايي و در يك اقدام پيمايشي با بهره گيري از يك پرسشنامه 22 سوالي و با طيف ليكرت مورد سنجش واقع و با نرم افزار spss تجزيه و تحليل و در ادامه با استفاده از آزمون فريدمن رتبه بندي شده و براي تعيين پايايي آن از فرمول آلفاي كرونباخ محاسبه و ميزان تاثيركاركرد هاي پيشگيرانه مذكور حسب امتيازهاي كسب شده احصا گرديده است. جامعه‌ نمونه تعداد 200 نفر از كاركنان سازمان هاي متولي با مدرك تحصيلي بالاتر از ليسانس كه در دو طيف (طيف اول كارشناسان نيروي انتظامي به تعداد 100 نفر و طيف دوم كارشناسان ساير سازمان به تعداد 100 نفر) در دو منطقه 2 و 12 به دليل تفاوتهاي اجتماعي و طبقاتي از كل جامعه آماري به‌صورت نمونه‌گيري تصادفي و به‌طور جداگانه انتخاب شده است. با توجه به شناسايي كاركردهاي مهم پليس در پيشگيري از جرم بر اساس نظريه هاي مختلف به‌خصوص طبق مدل هاي مذكور (حضور ماموران پليس به عنوان تعليم‌دهنده در مراكز آموزشي طبق مدل مارگارت شاو (Shaw,2001) - ارايه اطلاعات به جامعه - حمايت از بزه ديدگان - ايفاي نقش به عنوان مربي و الگو - شركت در مشاركت هاي محلي پيشگيري از جرم طبق مدل كاپوبيانكو (Capobianco, 2007) و با نگرش به نتايج حاصل از نتايج داده‌ها و يافته‌هاي پژوهش اگر چه هر يك از كاركردهاي مذكور در پيشگيري از جرم موثر بوده ، ولي كاركرد پيشگيري اجتماعي پليس (حضور ماموران پليس به عنوان تعليم‌دهنده در مراكز آموزشي) بيشترين اولويت را در پيشگيري اجتماعي از جرم به خود اختصاص داده و در اين خصوص پيشنهادهايي ارايه شده است.

Social prevention refers to a series of measures aimed at neutralizing factors impacting occurrence of crime; and this means interference in social public environments such as educational, economic, cultural and political environments; and in social personal environments such as family, neighborhood, etc. Given the importance of the issue of prevention and policeʹs various and important functions in crime prevention; the present research aims at identifying the role of police in social prevention from crime; and finding the answer to this question:"What are the police major functions in social prevention and determining the level of the impact of these functions in crime prevention". The research is of descriptive-analytical type. The tools for gathering information were library documents and questionnaire. In line with this, the research is started with review of literature; major preventive functions of police based on the views of some prominent players in this field, afterwards, the most important paradigms matched with Iranʹs police force legal mission based on Capobiancoʹs model and Shawʹs model were identified, and they were measured by a survey through using a 22-item questionnaire based on Lickert range, and was analyzed by SPSS. The data was ranked by Friedman test. Its validity was calculated by Chronbachʹs Alpha. The level of the impact of preventive measures was calculated by taking into consideration the achieved scores. N=200 comprising the staff of the concerned organizations (holding BA or higher degrees: 100 police staff as well as100 experts of other organizations) who were randomly and separately selected in zone 2 and 12 because of the social class discrepancies. With respect to identification of major functions of police in preventing crime based on various hypotheses, particularly based on the aforesaid models( presence of police forces as instructors in educational centers based on Margaret Shawʹs model,2001),providing information to the society, supporting delinquency victims, playing an important role as a mentor and model, taking part in local prevention measures based on Capobianco model,2007; and/or looking at the results achieved from data, and the research findings it can be concluded that although all these factors have been effective in crime prevention, the performance of prevention police( presence of police as instructors in educational centers) has been prioritized in the social prevention from crime; and some recommendations have been offered in this regard.
