ارايه مدلي براي ارزيابي و اُلويت‌بندي فناوري‌ها در حوزه حمل‌ونقل

Providing a Model for Assessment and Prioritizing the Technologies in the Transportation Area

ارزيابي فناوري موضوعي است كه زيربناي بسياري از مباحث و مفاهيم ديگر مديريت فناوري بوده و نمي‌توان از نقش كليدي آن به‌خصوص در تدوين راهبرد فناوري غافل شد. در اين مقاله، به‌منظور ارزيابي فناوري هاي حوزه پراهميت و زيرساختي حمل‌ونقل، سعي بر آن شده است تا با بررسي مدل هاي موجود در حوزه ارزيابي فناوري، مدلي مناسب براي ارزيابي فناوري هاي حوزه حمل‌ونقل ارايه شود. مدل طراحي شده از سه دسته شاخص و هر دسته از اين شاخص ها از 9 زيرشاخص تشكيل شده است. اين شاخص ها عبارت اند از شاخص هاي اهميت راهبردي، شاخص هاي كاربردها و رفع نيازها، شاخص هاي سطح توسعه و ميزان نوآورانه بودن فناوري. زيرشاخص ها در هر دسته پس از نظرسنجي از تعداد 44 نفر از خبرگان وزارت مسكن، راه و شهرسازي و سازمان هاي تابعه مشخص‌شده و نظرات اين خبرگان مبناي اُلويت‌بندي و تعيين ضرايب اهميت شاخص‌ها با استفاده از تكنيك تحليل سلسله مراتبي، قرار گرفتند. در نهايت بر مبناي مدل طراحي شده سه فناوري مهندسي ارزش، سيستم مديريت روسازي و حفاظ هاي كابلي در حوزه حمل‌ونقل مورد ارزيابي قرار گرفته و به‌ترتيب امتياز 331.9، 338.3 و 250.7 براي اين سه فناوري به دست آمد. بر مبناي اين امتيازها مشخص شد كه هر سه فناوري مذكور از فناوري‌هاي كليدي حوزه حمل‌ونقل محسوب مي‌شود.

Technology Assessment is a critical issue that underlies many other concepts of technology management and its key role could not be ignored, especially in the Technology Strategy. In this paper, in order to assessment of the transportation technologies, it is attempted to study existing models in the area of technology assessment and then a suitable model for assessment of transportation technologies has been presented. The designed model includes three categories of indicators and each category is made up of 9 sub-criteria. These three categories are strategic importance indicators, the applications and needs coverage indicators, and the level of development and innovativeness of the technology. Sub-criteria of each category after the surveying of 44 experts of the Ministry of Roads and Urban Development and affiliated organizations determined and the opinions of these experts have been formed the basis of prioritization and determining of the indicators coefficients using the technique of AHP. Finally, based on the designed model, three technologies include Value Engineering, Pavement Management System, Awning Metal ware Cables have been assessed and respectively the scores 331.9, 338.3 and 25.7 were obtained for these three technologies. Based on the scores and designed model have been shown that all of mentioned technologies are the key technologies of the transportation area. In the end, according to research findings, practical suggestions are offered in every field.
