Introduction and Calculation of the Composite Index of Economic Justice Regarding Islamic Perspective in Iran

ارزيابي درباره فراز و فرود عدالت يا تاثير سياست‌ها بر بهبود يا وخامت عدالت، وابسته به معرفي شاخصي براي عدالت است. با توجه به نابسنده بودن شاخص‌هاي عدالت توزيعي (فقر و نابرابري) براي نماياندن ابعاد عدالت اقتصادي در اسلام، هدف اين مقاله معرفي شاخص تركيبي جديدي براي عدالت اقتصادي است، امري كه مي‌تواند كمك شاياني به رصد اهداف راهبردي جمهوري اسلامي كند. به اين منظور ابتدا مبناي نظري عدالت اقتصادي و سپس روش‌شناسي نماگر تركيبي معرفي مي‌شوند، سپس با تكيه بر دلفي دومرحله‌اي نخبگان، وزن‌دهي ابعاد نماگر شناسايي شده و براي نخستين بار نماگر تركيبي عدالت اقتصادي طي دهه 1380 شمسي محاسبه مي‌شود و روايي آن با آزمون دبليوكندال، تاييد مي‌شود. نتيجه مقاله آن است كه روند شاخص كل با شيب بسيار اندكي نزولي بوده است. در سال‌هاي پاياني دوره فوق، مولفه‌هاي حمايت از حقوق مالكيت و پايبندي به قراردادها و مبادلات كاهش يافته و در كل دوره، مولفه‌هاي بهره‌برداري بهينه از منابع و حق نسل‌هاي آتي از منابع طبيعي در وضعيت نامناسبي قرار داشته است.

Assessment of ups and downs of justice or the impact of policies on improvement or deterioration of justice depends on introduction of an index for justice. Due to insufficiency of distributive justice indices (poverty and inequality) to represent the dimensions of economic justice in Islam, this paper aims to introduce a new composite index, which can help to monitor the strategic objectives of the Islamic Republic, for economic justice. For this reason, the theoretical basis of economic justice firstly and then the combined index methodology are introduced. Afterwards, based on an elite two-staged Delphi, weighting dimensions of index is identified, and for the first time combined index of economic justice is calculated during 2000 first decade, and validity of that is confirmed by W. Candle Test. The results show that the all index trend has declined with slight slope. In the final years of the mentioned period, the components of supporting property rights and adherence to the agreements and transactions declined. During the entire period, the components of the optimal utilization of resources and the right of future generations of natural resources have had an inconvenient situation.
