طراحي الگوي نظارت در سازمان‌هاي اطلاعاتي، امنيتي و حفاظتي با تاكيد بر رهنمودهاي مقام معظم رهبري (مدظله‌العالي)

Designing a Model for Monitoring Intelligence and Security Organization, with an Emphasis on Guidelines, Plans and Orders of the Supreme Leader and the Supreme Commander-in-Chief

وجود نظارت براي هر سازمان، امري اجتناب‌ناپذير است؛ زيرا دستيابي به يك سازمان پويا و كارامد، مرهون اجراي دقيق و كارامد نظارت و سنجش اقدام‌ها به منظور شناخت نقاط ضعف و قوت در تمامي سطوح سازمان است. شكي نيست كه اگر انجام نظارت در سازمان‌ها بر اساس ضوابط دقيق و شفاف نباشد، بازخوردگيري از اقدام‌هاي انجام‌ شده به شكلي غيرواقعي صورت پذيرفته و سازمان در مسير قهقرايي قدم گذاشته و در نهايت زوال و نابودي سازمان به وقوع خواهد پيوست. از سوي ديگر سازمان‌هاي اطلاعاتي و امنيتي و حفاظتي به دليل ماهيت كاركردي خود كه همان كسب اطلاعات و تامين امنيت براي جامعه‌ي هدف است، از حساسيت كاري بالايي برخوردار هستند و وجود نظارت در اين‌گونه سازمان‌ها از ضرورتي دوچندان برخوردار است. در نظام مقدس جمهوري اسلامي ايران، فرماندهي كل نيروهاي مسلح و سازمان‌هاي اطلاعاتي و امنيتي متبوع آنها برعهده‌ي ولي فقيه نهاده شده است، در نتيجه آگاهي از خواسته‌هاي معظم له مي‌تواند رويكردي دقيق، شفاف و مبتني بر آموزه‌هاي ديني را در اختيار مسيولان ارشد سازمان‌هاي اطلاعاتي و امنيتي قرار دهد تا در تدوين الگوي نظارتي مطلوب براي سازمان‌هاي خويش، بهره‌گيري لازم را به عمل آورند. در اين پژوهش، روش به‌كار رفته از لحاظ هدف «كاربردي» و از‌ لحاظ روش «توصيفي- تحليلي» با استفاده از ابزار اسنادي و كتابخانه‌‌‌‌‌‌‌‌اي بوده و سعي شده است تا با استفاده از رهنمودها، تدبيرها و فرمان‌هاي مقام معظم رهبري (مدظله‌العالي) نسبت به تدوين الگوي نظارتي خاص سازمان‌هاي اطلاعاتي و امنيتي و حفاظتي اقدام شود.

Supervision is inevitable for any organization. For achieving a dynamic and efficient organization, we should be thankful to the implementation of strict and efficient monitoring and evaluation measures in order to identify strengths and weaknesses at all levels of the organization. On the other hand, duty of intelligence and security agencies due to their functional nature i.e., gathering information, and providing security for the target population, is of high sensitivity and the supervision of work is necessary and crucial in these organizations. In the sacred system of the Islamic Republic of Iran, the command of the armed forces and intelligence agencies and their respective departments has been put in charge of the supreme leader. Therefore, knowing dements of the supreme leader can provide the senior security officials a clear and accurate approach based on religious teachings in the intelligence agencies and so that they formulate appropriate regulatory model for their organizations. The present study utilizes an applied and descriptive mythology via using the instruments and library research. It has tried to use the guidelines, management orders of the Supreme Leader and Commander in Chief Imam Khamenei to develop a regulatory model for intelligence and security departments.
