The Role of Stable Business Environment in Sustainable Wxport Development

توسعه صادرات پايدار از زيرساخت‌هاي مهم و اثرگذار توسعه اقتصادي بوده و نقش غيرقابل انكاري در زمينه توسعه توليد، سرمايه‌گذاري، اشتغال و در نهايت رفاه اجتماعي بر جاي مي‌گذارد. از طرفي در دنياي متلاطم و رقابتي امروز، بنگاه‌هاي صادركننده براي موفقيت در بازارهاي جهاني بايد در نبردهاي رقابتي بزرگ، قدرت مانور داشته باشند. سياستگذاران و نهادهاي حمايتي حوزه صادرات مي‌توانند با انتخاب راهبرد‌هاي مناسب در زمينه ايجاد شرايط مساعد براي صادركنندگان، نقش بسيار مهمي ‌در جهت گسترش بازارهاي صادراتي و ارتقاي عملكرد صادراتي ايفا كنند. هدف اصلي اين پژوهش بررسي جايگاه فضاي كسب‌وكار باثبات در توسعه صادرات پايدار است. ابتدا با مطالعات كتابخانه‌اي استانداردهاي محيط فضاي كسب‌وكار پايدار تبيين شده و با استفاده از روش پژوهش توصيفي در شركت‌هاي صادركننده شش استان بزرگ كشور، شاخص‌هاي ايجاد يك فضاي كسب‌وكار پايدار آزمون و پس از اولويت‌بندي شاخص‌ها، مهم‌ترين چالش‌هاي صادرات كشور از ديدگاه صادركنندگان مورد بررسي قرار گرفت. بر مبناي يافته‌هاي پژوهش مهم‌ترين معيارهاي دستيابي به يك فضاي كسب‌وكار مطمين عبارتند از: ثبات در قوانين و مقررات، حذف بوروكراسي‌هاي زايد اداري، تعيين متولي واقعي صادرات و توليد كشور، كاهش نهادهاي موازي و با وظايف متداخل، حضور مداوم نمايندگان بخش خصوصي و صادرات در مجامع بزرگ تصميم‌گيري اين حوزه. نتايج همچنين نشان مي‌دهد، مهم‌ترين چالش‌هاي حوزه توليد و صادرات در ايران عبارت از عدم تامين مالي مناسب و به‌موقع، بالا بودن نرخ تسهيلات و وثايق درخواستي بانك‌ها، وجود استرس در فضاي برنامه‌ريزي توليد و صادرات كشور، مشكلات گمركي، مشكلات حوزه تامين مواد اوليه، نوسانات نرخ ارز و مشوق‌هاي صادراتي هستند.

Stable export development is among the significant and effective infrastructures of economic development and plays a critical role in production development, capital investment and social welfare. Exporting firms must have agility if they wish to be successful in today’s turbulent and competitive world markets. Export policy-makers and supporting institutions can play a major role in the expansion of export markets and improvement of export performance by selecting suitable strategies for providing desirable conditions. To fulfill the main purpose of this research ـ studying the role of stable business in sustainable export development ـ first the standards of sustainable business environment were identified through comprehensive literature review. Then, using descriptive research method, 530 exporting companies in six major provinces of the country went under study. As a result, sustainable business environment factors were determined, tested, and prioritized and finally, the most important export challenges were presented. The research findings show that the most important factors affecting the export performance of Iranian firms are: stability of rules and regulations, elimination of redundant bureaucracy, assigning eligible agent for exports and production, decreasing the parallel agencies rendering overlapping duties, and participation of private sector’s representatives in decision-making process. Also, based on the findings, the most critical challenges of production and export are adequate and timely financial capacity, high loan rates imposed by banks, stressful environment of production and export planning, customs regulations, provision of raw materials, and money exchange rates fluctuations.
