Pathology Study of the Governmentʹʹs Privatization Policy Based on Grounded Theory Approach

به‌رغم همه تلاش‌هاي صورت گرفته در سال‌هاي اخير؛ خصوصي‌سازي بدل به يك معضل پايدار در عرصه خط‌مشي‌گذاري دولت‌هاي مختلف شده است، اين در حالي است كه برنامه‌هاي توسعه پيشين نقش خصوصي‌سازي را به‌عنوان يك محرك و پيشران اقتصادي ترسيم كرده بودند. اين تحقيق به آسيب‌شناسي ريشه‌هاي اين عدم موفقيت دولت‌ها در اجراي سياست‌هاي كلان خصوصي‌سازي در ايران مي‌پردازد. به‌منظور شناخت دقيق‌تر عوامل گوناگون تاثيرگذار؛ مصاحبه‌هاي گوناگوني با اصحاب خصوصي‌سازي در بخش‌هاي مختلف اجرايي برمبناي روش داده بنياد "Grounded Theory" به‌عنوان يك روش كيفي با رويكرد اكتشافي صورت گرفته است. بر‌اساس نتايج به‌دست آمده از كدگذاري مصاحبه‌هاي صورت گرفته و نيز مطالعه ادبيات تحقيق، عوامل آسيب‌زا در چهار دسته كلي فرهنگي، اجتماعي، اقتصادي و سياسي با ذكر مصاديق مربوطه تفكيك شده‌اند. برمبناي تفكيك صورت گرفته راهكارهاي برون‌رفت از وضعيت نامطلوب خصوصي‌سازي ارايه شده است. روش اجرا و نتايج اين تحقيق به ارايه ديدگاهي كاربردي در جهت شناخت علل اصلي شكست اين خطي‌مشي منجر مي‌شود كه مي‌تواند به سياستگذاران ديدگاه صحيحي را در سال‌هاي آتي جهت جبران عقب‌ماندگي برنامه‌هاي پيشين دهد. تجارب موفق پيشين حكم بر اهميت خصوصي‌سازي به‌عنوان راهكار برون‌رفت از چالش‌هاي ذاتي اقتصاد دولتي و نيز عصر پرتلاطم امروز مي‌دهند؛ اين مقاله نيز در اين راستا بر اينكه خصوصي‌سازي يك راهكار بلندمدت در مسير رشد و توسعه اقتصادي ايران است تاكيد مي‌ورزد.

Despite of all efforts, privatization has become a stable problem in the area of policy making for all different states in Iran since the first start in 1992; however all nationalfive development programs embodied a strong economic driver for privatization policy, but their objectives did not come to reality. This study aims to focus on pathology of this unsuccessfulness by finding out the real causes of this trend. In order to reach to an exact insight, this study appliesa grounded theory approach to the problem; which is an explorative and qualitative method; so many interviews are arranged with the managers and executives in privatization sectors. Based on the results of these interviews and coding them in grounded theory methodology along with literature review studies; all extracted fundamental factors are categorized in four distinct groups; economic, political, social and cultural. Based on this categorization, exit ways of the current unfavorable condition is delineated. The results and also the method of this research provides an applied framework to find out the main causes of this long-term national problem, which can be usedby policy makers to have a true vision about the important future yearsand be able to compensate the previous backwardness in this regard. Previous successful international cases emphasize on the correctness of privatization policy as a true solution to exit the inborn challenges of governmental economics and also the fluctuations of current world; this study states that privatization is the long-term real solution of economic growth & development for Iran.
