تبيين مديريت مشاركتي در سازمان‌هاي امنيتي با تاكيد بر تدابير مقام معظم رهبري (مدظله‌العالي)

Explaining the Collaborative Management in the Security Agencies with Emphasis on the Supreme Leaderʹʹs Measures

ظهور مفاهيم جديد امنيتي و اطلاعاتي و سرعت تغييرها كه تابعي از رشد فناوري اطلاعاتي است، نحوه فعاليت اين سازمان‌ها را با پيچيدگي مواجه نموده است. در اين عصر، مديران سازمان‌هاي امنيتي نه‌تنها بايد با محيط كار خود آشنا باشند و پيچيدگي‌ها و ظرافت‌هاي آن را بشناسند، بلكه بايد با اشراف به اصول مديريت و قابليت كامل در استفاده از ابزارها و فنون مديريتي مورد نياز، سازمان خود را اداره نمايند. فراهم آوردن مشاركت واقعي و معني‌دار همه كاركنان، وسيله‌اي كارآمد براي پاسخگويي به تحولات سريع و توقعات رو به فزوني تشكيلات امنيتي است. پژوهش حاضر با هدف مشاركت كاركنان در تصميم‌گيري‌هاي سازمان‌هاي امنيتي صورت گرفته است. بر اين اساس، مجموعه‌اي از بيانات مقام معظم رهبري در مجامع امنيتي طي سال‌هاي 1368 تا 1393 به‌عنوان جامعه آماري درنظر گرفته شده است. براي شناخت ديدگاه معظم‌له درخصوص مديريت مشاركتي، نخست چارچوب مفهومي مربوط به «مديريت مشاركتي» و نيز شاخص‌هاي آن شناسايي و معرفي شده است. مجموعه بيانات براساس شاخص‌ها دسته‌بندي گرديده و با روش تحليل محتوا، جهت‌گيري‌ها و نقاط تاكيد مربوط به مديريت مشاركتي واكاوي شده و در قالب مدل ارايه گرديده‌اند. در نهايت نگاه مقام معظم رهبري به مديريت مشاركتي، نگاهي موسع بوده كه شاخص‌ها به وضوح نشان‌دهنده جايگاه و شان مديريت مشاركتي در انديشه معظم‌له است.

The emergence of new concepts of security and intelligence and speed of change that is a function of the growth of information technology, have encountered the activities of these organizations with complexity. In this era, security managers must not only be familiar with their work environment and recognize its complexity and elegance, but also manage their organization by considering the principles of management and the ability to use the tools and management techniques required. Providing the real and meaningful participation of all employees is an efficient means to meet the growing expectations of rapid change and security apparatus. This study is conducted aiming at investigating the employeesʹ participation in decisions taken by security organizations. Accordingly, the Supreme Leaderʹs set of security meetingsʹ speeches in1989 to 2014 was taken as the statistical population of the study. For understanding the Supreme Leaderʹs views on the collaborative management, first the conceptual framework of "collaborative management" and also its criteria have been recognized and introduced. The sets of speeches were categorized based on the criteria. Using content analysis, the orientations and points of emphasis on participatory management were analyzed and presented as a model. Finally, the supreme leader has a comprehensive view on collaborative management, and the criteria clearly indicate the status of collaborative management in his ideas
