Email:samaneh_db@yahoo.com دريافت:17/9/93 پذيرش: 20/2/94 چكيده مقدمه: زلزله يكي از بلاياي طبيعي است كه به عنوان مهم‌ترين مبحث شهرسازي و مديريت بحران در ايران شناخته‌ مي‌شود. ايران با ميانگين 43/1 زلزله در سال، بعد از چين و اندونزي مقام سوم را در جهان دارد. شهر كرمان به عنوان يكي از شهرهاي مهم و استراتژي ايران، با وجود گسل‌هاي فعال و لرزه‌خيز منطقه، همواره در معرض خطر زلزله قرار دارد. منطقه 4 به علت دارا بودن بافت فرسوده، ريزدانه‌بودن بلوك‌هاي شهري و همچنين نبود استحكام لرزه‌اي ساختمان‌ها در اكثر محلات آن، لزوم توجه به امر برنامه‌ريزي براي امداد و نجات و اسكان را در اين منطقه دو چندان كرده است. تحقيق حاضر با هدف مكان‌يابي مراكز اسكان، به مطالعه موردي منطقه 4 شهرداري كرمان مي‌پردازد. به همين منظور با استفاده از GISو تدوين معيارهايي كه متاثر از شرايط طبيعي و كالبدي محدوده مورد نظر است، نقشه امكانات و عوامل محدودكننده منطقه با يكديگر تركيب مي‌شود. در مكان‌يابي مراكز اسكان از مدل منطق دووجهي بولين استفاده مي‌شود. نتايج تحقيقات نشان مي‌دهد كه فقط شش محل براي اسكان مناسب هستند. بنابراين از تحليل سلسله مراتبي براي انتخاب مناسب‌ترين سايت استفاده مي‌شود. با توجه به معيارهاي موثر در اثربخشي و كارايي سايت‌ها، مصلي كرمان و زمين ورزشي نزديك آن به عنوان مناسب‌ترين مكان براي اسكان اضطراري و موقت مشخص شده است. كلمات‌كليدي: مديريت بحران، مكان‌يابي، اسكان موقت، سيستم اطلاعات جغرافيايي،AHP

With average number of 43/1 earthquake per year, Iran ranks third in the world after China and Indonesia. Kerman as one of the major and strategic city of Iran is at risk of earthquakes despite seismic and active faults. However, Kerman 4th district has doubled the importance of planning for relief and rescue and housing due to distressed areas, fine city blocks and lack of buildings seismic strength in its most neighborhoods. Method: With the aim of selecting housing centers, this research aimed to analyze Kermanʹs 4th District as a case study. Therefore, the map features and limiting factors are combined by using GIS and developing criteria which is affected by natural and desired physical conditions in the mentioned area. Boolean logic model was used to select the housing centers. Conclusion: The results showed that only six sites are suitable for housing; thus, the hierarchical analysis process (AHP) was used in order to select the most appropriate site. According to the effective measures of effectiveness and site performance, Mosalla of Kerman and sports ground close to has been determined as the best place for emergency and temporary housing.
